WARREN RURAL ELECTRIC COOPERATIVE CORPORATION ADMINISTRATIVE SERVICES DEPARTMENT MANAGER OF SAFETY OBJECTIVES To provide leadership, development, and administration of activities relating to safety, training, and development of all Warren Rural Electric employees. To ensure regulatory compliance with all federal and state laws relating to safe work practices. To plan, develop, and implement training opportunities for all employees that will enhance professional skills consistent with company goals and contribute to the personal growth of each employee. To effectively manage the property insurance claims process for Warren RECC, coordinating with employees, insurance company and members. REPORTING RELATIONSHIPS Reports to: Vice President of Administrative Services ESSENTIAL FUNCTIONS Provides administrative guidance to department managers and district managers in the implementation of our safety program. Organizes and facilitates training opportunities that improve employee job skills. Determines most cost-effective and efficient methods of instruction to include on-the job training, apprenticeships, classroom training with internal consultants or external facilitators; programmed instruction (interactive videos and computer-aided instructional programs), online training, conferences and workshops. Coordinates training schedules and communicates training program prerequisites and registration requirements to Vice Presidents, managers, supervisors, and employees. Conducts new employee safety, training, and commercial driver orientation program. Maintains training activity database including data downloads from external providers. Manages and implements the DOT program to include random drug and alcohol testing, scheduling and reviewing DOT physicals on all CDL drivers, and maintenance of DOT driver qualification file. Serves as a liaison between the KAEC Safety Coordinators and the Department/District Managers to schedule training and the inspection of facilities and work sites. Accompanies and assists local, state, or federal OSHA/EPA representatives, etc. during inspection of facilities and construction sites. Interpret new rules, laws, and investigate ways to reduce costs through safety programs, policies, or procedures. Administers MSDS, AED, and prescription safety eyewear programs. Stays abreast of all state and federal laws, including OSHA, related to employee health and safety issues and initiates action to ensure compliance. Manages property insurance claims process with WRECC insurance carrier. Communicates with department managers, employees and customers as necessary relative to status of claims. Communicates with attorneys as necessary and may be required to provide court testimony on behalf of WRECC. Maintains a record of all accidents and provides management and Board of Directors with facts and statistics about our safety program. Attends seminars, training schools, workshops, etc., as required to stay abreast of all safety and training issues. Provides leadership and guidance to the Warren RECC Safety Team. Works with the Safety Team to develop and implement programs that promote employee safety awareness and accident prevention. Creates an annual work plan and budget for the safety and training department. Also provides information to the managers for the formulation of their safety budgets. Manages and implements the Educational Assistance program, processes tuition payment/reimbursement, and communicates with accredited institutions regarding courses and tuition rates. Develops and maintains Bloodborne Pathogen, Emergency Action, Hazard Communication, and Confined Space plans for all Warren facilities. Works with department managers to plan in-house training including but not limited to: first aid, CPR/AED, bloodborne pathogens, hazardous materials, pole top rescue, customer service, and computer training. Processes employee licenses, certifications, permits, and oversees maintenance of records. Processes invoices for the safety and training department. Maintains safety data sheets (SDS), MSDS Online updates, gathers and cross-references current chemical inventory data, adds new and removes old safety data sheets, and updates hard copy manual and Intranet. Maintains training files and database records assuring accuracy, compliance, and confidentiality. Prepares correspondence, and compiles reports and presentations, as requested. Works according to safety rules and policies adopted by Warren RECC is responsible for own safety and reports all accidents to supervisor. Complies with traffic laws, regulations, and safe driving practices while operating any company vehicle as well as a personal vehicle operated on company business. JOB SPECIFICATIONS POSITION: Manager of Safety EDUCATION Graduate of an accredited college or university with a BS degree in safety is preferred. Additional training in public relations, public speaking, and computer skills recommended. EXPERIENCE: Ten years' experience in safety is required. Additional experience in developing and implementing safety programs preferred. KNOWLEDGE: Must have thorough knowledge of the cooperative electric industry and hazards associated with operation, maintenance, and construction of electric facilities is required. Knowledge of training programs and resources for training is required. ABILITIES AND SKILLS: Should be able to organize, plan, direct, and control all aspects of the safety and training programs. Must be able to use a personal computer efficiently and be able to develop skills in various software programs. Must be able to read and interpret documents such as safety rules, operating and maintenance instructions, and procedures manuals. Ability to write routine reports and correspondence necessary. Must be able to speak effectively with employees and members in person and on the telephone. WORKING CONDITIONS: Must be able to do outside work in all kinds of weather. Overnight travel may be required. Flexibility to work irregular work hours is required for special projects or emergency situations. OTHER: Must have a valid drivers license.
