J ob Title: Vice President for Administration & Finance Department: Administrative Services Reports to: College President Bargaining Unit: Management Confidential Full- Time: 35 hours per week, 12 months per year Salary Range: $114,100- $141,400 annually Job Summary: The Vice President for Administration and Finance serves as the Chief Financial Officer for the College and in that role will develop and maintain the strategic and tactical financial structures, controls, and processes necessary to manage the college in conformance with accreditation standards and industry best practices. Primary responsibilities include maintaining fiscal integrity and stability of the College through proper preparation and administration of the College budget; accounting; procurement; student financial services; facilities planning, construction, and operations; human resources services and employee relations; institutional technology; risk management; public safety and security; and health services. The Vice President for Administration and Finance also provides strategic guidance, consultation, and support to senior College administrators and other members of upper management on a comprehensive range of issues involved in carrying out the mission of the institution. Supervision Exercised: The Vice President for Administration and Finance is an exempt senior management level position, directly reporting to the College President. All financial staff as well as Human Resources, Payroll, Information Technology, Plant Operations and Public Safety report to this position. Essential Duties and Responsibilities: Accountable for the design and structures for administration of financial operations of the College including the development of a financial/operational strategy. Provide financial analysis, long-range financial projections, and long-term planning to assist administration in making sound financial decisions; Advise the College President on College business issues and fiscal impacts of policy options; Recommend fiscal procedures for efficient allocation of resources for all College operations; Timely and accurate preparation, submission, and administration of the budget. Coordinate the College budget process including the distribution of materials and information regarding budget preparation for all College funding and programs; Responsible for overseeing the functions of accounting, accounts receivable, accounts payable, budget management and control, student accounts, financial aid services, financial information systems, credit management, collections and fiscal planning; Safeguard assets and assure accurate and timely recording of all transactions; Develop and review fiscal aspects of all new and existing programs, e.g. grant funded programs; Ensure compliance with all applicable statutes, regulations, internal accounting, purchasing, payroll, and fiscal reporting policies; Guiding and supporting a division that plays a broad and principal role in advancing the College’s mission by providing fiscal leadership, safeguarding financial assets and resources, ensuring regulatory compliance and providing timely delivery of a wide array of business, facilities and other services to internal and external constituents; Manage and oversee capital projects including overall project direction, prioritization, preparation of plans and reports, tracking of progress to scheduled execution, supervision of personnel supporting projects, and communication to internal and external agencies and constituents; Supervise the operations of the following departments: Accounting, Student Accounts, Financial Aid, Purchasing, Central Services, Plant Operations, Human Resources, Payroll, Public Safety and Security, and Health Services; Negotiate and work with multiple bargaining units; Act as College liaison and provide contract administration for contracts affecting the College such as Food Services, Bookstore, and Auxiliary Services; Serves as the Board Treasurer of the Ulster Community College Association by virtue of the position of Vice President for Administration and Finance and shall be the business and fiscal officer of the Association. Direct, supervise, and evaluate the work of department supervisors and staff; Ability to increase efficiency and reduce costs; Work cooperatively and responsively with all segments of the College, and community at large; Ability to exercise leadership to advance the College’s mission; Creating and fostering an organizational culture and infrastructure that support operational excellence, deliver quality customer service, and promote optimal efficiency; analyzing administrative practices to develop and implement more effective and efficient procedures to strengthen delivery of services, as defined by best practices and supported by measurable standards; Attend College Board of Trustee meetings and County meetings and make appropriate presentations as necessary; and Perform such other duties appropriate as may be prescribed by the Board of Trustees or the President of the College. Additional knowledge, skills and Abilities: Incumbents must possess proven ability to effectively work with diverse populations. They are expected to have excellent oral and written communication skills along with strong information technology literacy skills. Incumbents are required to have demonstrated advanced knowledge and abilities in the following: Knowledge of budget practices and accounting standards related to colleges, universities, and not for profit organizations. Experience dealing with local, state, and federal legislative and regulatory process as they affect public institutions. Possess keen analytical, organization, and problem-solving skills that allow for strategic data interpretation versus simple reporting. Proficient in complex accounting systems and possess a strong understanding of the use and potential of technology in the area of financial management. Demonstrate the ability to build strong collegial relationships across all levels of the organization and lead effective work groups; express desire to work collaboratively in a shared governance and unionized environment. Demonstrate the ability to present complex financial issues to the Board of Trustees, Senior Administration, campus leaders and the public. Effective leader and people manager with demonstrated ability to mentor subordinates. Exceptional interpersonal, written, and verbal communications skills; and strong presentation skills. Leadership in internal communications with staff at all levels throughout the organization; creation and promoting a positive and supportive work environment. Personal qualities of integrity, credibility, and commitment to the College’s mission. Ability to think strategically and implement strategies. Minimum Qualifications: A Master’s degree in Accounting, Business, Finance, Management, Public Administration, or related field; Seven or more years of increasingly responsible administrative, management, and leadership experience, including overall general management functions of fiscal operations, facilities management, and capital projects; And A commitment to SUNY Ulster’s Diversity, Equity, and Inclusion Mission, Goals, and Objectives of providing quality programs and services for culturally, socio-economically, ethnically, and academically diverse students and students with disabilities; personal qualities to work effectively and with sensitivity in a multicultural environment; awareness of and commitment to the needs of non-traditional and/or re-entry students and individuals with diverse abilities and interests. Preferred Qualifications: Certified Public Accountant Experience in higher education.
