Position Function: Under the direction of the Utilities Director, manages the daily operations of the Utility Maintenance Division by overseeing the planning, inspection, installation, maintenance, and/or repair of critical infrastructure including, but not limited to water treatment and distribution systems (e.g. pumps, motors, pipelines, mains, wells, flush boxes, meters, hydrants, etc.), and wastewater treatment and collections systems (e.g. pumps, motors, pipelines, lift stations, screens, biosolids, reuse, drainage systems, electronics, mains, manholes, etc.). Essential Duties: Manages the daily operations of the Utility Maintenance Division by overseeing the planning, inspection, installation, maintenance, and/or repair of critical infrastructure including, but not limited to water treatment and distribution systems (e.g. pumps, motors, pipelines, mains, wells, flush boxes, meters, hydrant, etc.), and wastewater treatment and collections systems (e.g. pumps, motors, pipelines, lift stations, screens, biosolids, reuse, drainage systems, electronics, mains, manholes, etc.). Responsible for ensuring safety practices and procedures, preventative/predictive maintenance schedules, and planning and coordinating activities with other Departments. Supervises and manages vendor contracts for the construction of infrastructure and repair services. Duties include but are not limited to, assisting with reviewing construction and site plans regarding water and wastewater infrastructure, ensuring proper insurance coverage, and performing project management to ensure construction deadlines. Responsible for ensuring the proper selection, retention, and training of Personnel. Supervises Personnel, and conducts performance evaluations and disciplinary processes and procedures within established organizational and department guidelines, policies, and/or directives. Responsible for ensuring the proper preparation, tracking, and administration of the Utility Maintenance Division's annual budget. Responsible for forecasting expenditures necessary and required to complete Division projects; the procurement of goods and services; and Personnel related costs. Performs additional duties as assigned. Environment: Duties are performed primarily within an indoor environment or setting. Possible exposure to electrical and chemical hazards; odor; sewage; bloodborne pathogens; vibration; loud noise; inclement weather; and dust, allergens, and mold. Knowledge/Skills/Abilities: Required knowledge and experience are normally obtained through the completion of a curriculum resulting in either a High School Diploma or GED, and five (5) to seven (7) years work related experience as/in Mechanic, Pump and Motor Mechanic, Construction Management or related field are A Bachelor's Degree in Engineering, Project or Construction Management, Public Administration, or a related field is preferred. Work requires the ability to read letters, memos, contracts, professional and industry literature, spreadsheets, and other job-related analysis. Work requires the ability to write letters, memos, and contracts. Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports. Work requires substantial independent judgment and decision-making. Must be able to monitor and assess operations, workload, projects, and staff performance. Work is widely varied, involving analyzing and evaluating many complex and significant variables. Must be able to monitor and assess operations, workload, projects, and staff performance. Must be able to research, compile and analyze data, and then present findings to management in an acceptable format. Must exhibit attention to detail, accuracy, and safety. Must be able to communicate and present yourself professionally. Should be competent in the use of Microsoft Excel, Word, and PowerPoint software. The ability to establish and maintain effective working relationships with City employees, other Federal, State, and local governmental representatives, contractors, consultants, vendors, media, and the general public is essential. Ability to read, interpret, and understand schematics, blueprints, and mechanical drawings/renderings. Ability to read, interpret, and follow technical information, directives, manuals, memos, reports, and other work-related materials. Ability to work under high demands, short time constraints, and pressure in a fast-paced work environment. Ability to understand and follow written or verbal instructions and/or directions. Knowledge of utility mechanics, repair, installation, and maintenance. Thorough knowledge of electrical safety, trench safety, and workplace safety practices and procedures, including but not limited to, lockout/tagout. Other Requirements: Must possess a Valid Florida Class E driver's license. Must pass applicable pre-employment testing and background and credit checks. SPECIAL REQUIREMENT: This position may be required to report for work when a declaration of emergency has been declared in Polk County.
