Work includes reviewing financial audits, single audits, final accountings. Develops policies and procedures for financial processes relying on Microsoft PowerBI, Texas Water Information System Expansion (TXWISE) enterprise loan and debt system, and other financial systems. Provides support assistance to business and end-users of the financial systems. Completes all financial compliance examinations associated with a specific geographical area of Texas. May provide information regarding past performance of entities in the portfolio for ongoing credit analysis associated with applications for additional financial assistance. May recommend and conduct site visits. Assists with the distribution of work to other team members consistent with geographical staff assignments. Monitors team performance in comparison to established goals. May set work priorities for the team and reports team performance. May train and review the work of others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Director of the Financial Compliance Division. Essential Job Functions : Performs work involving financial examinations, analysis and compliance monitoring in addition to work involving data analysis, research, compilation and/or reporting. Evaluates and documents financial processes administered through Power BI, TxWISE and/or other financial systems. Evaluates integrity of data and develops plans to resolve data integrity issues. Conducts financial reviews of entities that have received financial awards from the Texas Water Development Board (TWDB). Develops business queries and reports utilizing financial system report writing tools. Develops and/or reviews complex system documents to convey business requirements and support efficient system design. Conducts financial compliance and stability reviews of municipalities for which the TWDB serves as bondholder identifying material noncompliance and/or default risk. Assesses findings of noncompliance and default risk and develops and implements corrective action plans and strategies for remedial intervention and surveillance. Assesses and recommends team priorities, may reassign work to ensure goals are achieved, reports on team performance. Analyzes program policies and procedures to determine their effect on automated systems and system functional areas. Examines borrowers' records, affiliated business transactions, assets, and liabilities; documents and analyzes financial trends to determine borrowers' financial condition. Reviews borrowers' ordinances, bond covenants, loan agreements, and grant contracts to determine compliance with TWDB requirements. Monitors the use of loan proceeds and prepares final accountings of loan proceeds to ensure loan and grant proceeds were used for authorized purposes. Implements and completes the recovery of funds or other appropriate corrective action in instances of surplus funding or unauthorized uses of funds. Conducts and reports on external investigations in matters of impropriety related to the TWDB' s financial interests. Coordinates with law enforcement and regulatory authorities in the conduct of investigations. Prepares and makes presentations to local governing bodies and regulatory agencies on contract matters or contract and bond non-compliance. Provides guidance on finance-related legal and contractual compliance to local officials, their attorneys, and contractors. Provide support assistance to business and end-users of TWDB financial systems. Prepares and updates reports produced by Power BI, and TxWISE. Responsible for timely and accurate data entry associated with all assigned work. Provides input for developing and updating training material. Maintains confidential and sensitive information. May participate in reviewing and revising agency policies. May train or supervise the work of others. Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule. Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include attending mandatory training courses. May be required to operate a state or personal vehicle for business purposes. Performs other duties as assigned. Minimum Qualifications : Graduation from an accredited four-year college or university with major coursework in Business Administration, Finance, Accounting, Economics, Insurance, or a related field. Five years of financial examination work experience. Experience in data gathering, analysis and report writing using Microsoft Power BI. Relevant education and/or experience can be substituted on a year-for-year basis. Preferred Qualifications : Graduate degree or MBA from an accredited college or university with a specialization in Accounting, Finance, Public Administration, Public Finance, Computer Science and/or Math. Seven or more years of experience conducting local governmental auditing, local government accounting or financial monitoring work. Four or more years of experience in understanding terminology and standards applicable to governmental finance, accounting, and auditing. Four or more years of experience in both statutory accounting principles (SAP) and generally accepted accounting principles (GAAP). Professional certification(s): CPA, CMA, CIA, CTP, or other relevant certifications. Knowledge, Skills, and Abilities (KSAs) : Knowledge of local, state, and federal laws and regulations relevant to the Finance Office. Knowledge of the principles and practices of public administration. Knowledge of terminology and standards applicable to governmental finance, accounting and auditing. Knowledge of auditing and accounting standards and techniques. Knowledge of financial analysis and examination procedures. Knowledge of Texas municipal bond issuance processes. Knowledge of both statutory accounting principles (SAP) and generally accepted accounting principles (GAAP). Knowledge of Generally Accepted Government Standards (GAGS). Knowledge of Generally Accepted Government Auditing Standards (GAGAS). Knowledge of Generally Accounting Standards Board pronouncements (GASB). Knowledge of financial and industry terminology and practices. Knowledge of corporate structures, business operating procedures, management controls, and internal reporting techniques. Knowledge of statistics and analyzing data sets and of running queries, report writing and presenting findings. Knowledge of record keeping, including security procedures for handling, protecting, and distributing confidential data. Skills in use of computers and applicable software. Skills in conducting data searches. Skills in evaluating and translating large amounts of data. Skills in critical thinking. Skills in using Microsoft Office programs such as Outlook, Word, Excel, Teams, and Power BI. Skills in use of internet, email, word processing, spreadsheet, presentation, and database software. Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs. Ability and willingness to travel 25% of the time, primarily within the State of Texas. Ability to operate a vehicle (state or personal) for state business and maintain a driver's license and driving record that complies with state and agency requirements. Ability to work shifts that may exceed eight hours, including early mornings, nights, and weekends. Ability to train others.
