The primary purpose of this position is to provide information and advice to military and civilian personnel regarding their entitlements for shipment and storage of personal property (e.g., household goods, unaccompanied baggage, privately owned vehicles, and special items such as mobile homes and large boats). Movement of personal property can either be domestic or international. Responsibilities Counsel all authorized employees of their entitlements for shipment and storage of personal property and privately owned vehicles, including specialized, to domestic and overseas locations. Determine members' entitlements and responsibilities from special orders and movements. Prepare and process applications for transportation or storage of a wide range of personal property, and privately owned vehicles, including special items, of authorized members. Plan and process incentive moves for payment through local finance office; determines advises and consults with member on personal needs in light of entitlements of property to be moved. Perform other clerical and administrative tasks in support of the transportation work; prepare requests to recover excess costs, instructions on office procedures, requests for information, item descriptions, reports, and routine letters. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standard for Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-05 level in federal service which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting in counseling employees on their entitlements, responsibilities, procedures and options for shipment and storage of personal for domestic and overseas locations in accordance with established regulations. OR EDUCATION: Successful completion of one full year of graduate education in a field related to the position being filled. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT. Knowledge of the full range of transportation operations as related to the shipment of-personal property. 2. Knowledge of the instructions, regulations, directives, local operating procedures; governing entitlements, and shipment of personal property. 3. Ability to analyze, correlate, and evaluate transportation data for input into automated data systems. 4. Ability to respond to a range of questions from government agencies, activity personnel, customers, commercial carriers, and/or others regarding the shipment and storage of household goods. 5. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application. Official transcripts are not required at the time of application; however, if position has a positive degree requirement, qualifying based on education alone or in combination with experience, transcripts must be verified prior to appointment. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
