We are currently accepting resumes for an Assistant Program Manager, Senior Program Manager, and Program Director for the startup and implementation of a recently awarded 5-year Environmental Justice Thriving Communities Technical Assistance Center (EJ TCTAC) program funded by the U.S. Environmental Protection Agency. POSITION SUMMARIES AND REQUIREMENTS Assistant Program Manager - Thriving Communities Essential Duties: Support the start-up and effective implementation of the 5-year, $10-million Environmental Justice Thriving Communities Technical Assistance Center and the operation of ICMA's subaward for the Economic Recovery Fellows initiative, a partnership led by the International Economic Development Council (IEDC) Support project team leaders to ensure that activities and major deliverables that meet program goals and outcomes are completed on schedule and within budget Coordinate programmatic and financial management and administration activities which includes reporting, budgeting, and other related tasks Contribute to proposals submitted for additional funding from federal agencies, foundations, and corporate sponsors Conduct background research and other tasks that contribute to the preparation of articles, research reports, responses to media inquiries, and other outreach Education and Experience : Bachelor's degree in Public Administration, Planning, Sustainability, Environmental Studies/Science, Political Science or many other related areas Interest in environmental and energy justice, community sustainability, economic and community recovery, and other topics related to creating thriving and more equitable, livable, and resilient places One (1) to three (3) years applicable experience (may include internships and/or volunteer work). Knowledge, Skills, and Abilities (KSAs): Experience working on and managing federally-funded programs, or programs funded by governments, foundations, private sector and other donors is a plus Excellent critical thinking skills and sound judgment Strong planning, analytical, and conceptual skills Excellent interpersonal and relationship management skills Exceptional skills in written and oral communication Fluency in a second language, particularly Spanish is a plus Proficiency in use of Microsoft Office Suite, including Excel, and Power Point Senior Program Manager - Thriving Communities Essential Duties: Manage the start-up and effective implementation of the 5-year, $10-million Environmental Justice Thriving Communities Technical Assistance Center Coordinate ICMA project staff and coordinate with project partners to ensure that activities and major deliverables that meet program goals and outcomes are completed on schedule and within budget Coordinate program management and finance and contracts staff as needed for financial and human resources management, budget modifications, and security issues Coordinate with other existing ICMA programs and staff working on similar and related projects to identify synergies, opportunities for leveraging and innovation, and efficiencies in supporting communities and local governments Provide subject matter expertise on environmental justice and technical assistance to local governments and communities including guidance on federal (e.g., BIL and IRA programs), state, local, philanthropic and other funding Support efforts to position ICMA for additional funding from federal agencies, foundations, and corporate sponsors and manage the design, preparation, writing, budgeting, and submission of funding requests to federal agencies, foundations, and other donors for grants, contracts, cooperative agreements, and sponsorship funding to support ICMA's work to create thriving and more equitable, livable, and resilient communities. Write articles, respond to media inquiries; and to support other communication and outreach requirements or needs for ICMA and/or project and program funders (e.g., EPA) Deliver content at ICMA and other priority stakeholder events, convenings, and workshops Education and Experience : Bachelor's degree in Public Administration, Planning, Sustainability, Environmental Studies/Science, Political Science or many other related areas Experience in environmental and energy justice, community sustainability, economic and community recovery, and other topics related to creating thriving and more equitable, livable, and resilient places Eight (8) + years of experience managing complex and/or complicated projects that can be impactful and innovative for communities and stakeholders Preferred Qualifications: Master's degree in related discipline PMP and/or applicable professional certification Knowledge, Skills, and Abilities (KSAs): Experience working on and managing federally-funded programs, or programs funded by governments, foundations, private sector and other donors Knowledge of federal funding including Bipartisan Infrastructure Law (BIL), Inflation Reduction Act (IRA), and other programs Experience with business and proposal development Excellent critical thinking skills and sound judgment Strong planning, analytical, and conceptual skills Excellent interpersonal and relationship management skills Exceptional skills in written and oral communication Fluency in a second language, particularly Spanish is a plus Proficiency in use of Microsoft Office Suite, including Excel, and Power Point Program Director - Thriving Communities Essential Duties: Lead the start-up and effective implementation of the 5-year, $10-million Environmental Justice Thriving Communities Technical Assistance Center Oversee and manage ICMA project staff and coordinate with project partners to ensure that activities and major deliverables that meet program goals and outcomes are completed on schedule and within budget Interface with program management and finance and contracts staff as needed for financial and human resources management, budget modifications, and security issues Coordinate with other existing ICMA programs and staff working on similar and related projects to identify synergies, opportunities for leveraging and innovation, and efficiencies in supporting communities and local governments Foster strong working relationships with all current EJ TC TAC as well as future program partners Lead communication and other interactions with major funder stakeholders including EPA staff and management Lead efforts to position ICMA for additional funding from federal agencies, foundations, and corporate sponsors Create effective relationships with other implementing partners and organizations to help position ICMA for partnerships that may lead to new prime or sub awards/contracts Working with ICMA's business development team, co-lead new business development and the design, preparation, and submission of proposals and funding requests to federal agencies, foundations, and other donors for grants, contracts, cooperative agreements, and sponsorship funding to support ICMA's work to create thriving and more equitable, livable, and resilient communities. Provides subject matter expertise to write articles, respond to media inquiries; and to support other communication and outreach requirements or needs for ICMA and/or project and program funders (e.g., EPA) Support ICMA's research team and the Local Government Reimagined initiative with subject matter expertise as needed for national surveys, case studies and other knowledge resources Deliver content at ICMA and other priority stakeholder events, convenings, and workshops Education and Experience: Bachelor's degree in Public Administration, Planning, Sustainability, Environmental Studies/Science, Political Science or related discipline 10+ years experience managing complex and/or complicated projects that can be impactful and innovative for communities and stakeholders Preferred Qualifications: Master's degree in related discipline PMP and/or applicable professional certification Experience working with EPA Region 8 is a plus Knowledge, Skills, and Abilities (KSAs): Substantial program leadership experience, preferably on federally-funded programs, or programs funded by governments, foundations, private sector and other donors Experience managing multiple complex programs and activities, and excellent project and program management skills Recognized and respected subject matter expertise in environmental and energy justice, community sustainability, economic and community recovery, and other topics related to creating thriving and more equitable, livable, and resilient places Demonstrated experience and a track record of success in capturing new funding through business and proposal development Excellent critical thinking skills and sound judgment Strong planning, analytical, and conceptual skills Demonstrated leadership and mentoring skills Demonstrated interpersonal skills required to work with diverse stakeholders, project partners, and others Exceptional skills in written and oral communication Demonstrated presentation and communication skills Fluency in a second language, particularly Spanish is a plus Proficiency in use of Microsoft Office Suite, including Excel, and Power Point Physical Requirements/Work Environment The work environment and physical demands described here are representative of those an employee encounters while performing the essential functions of this job. Currently, all ICMA staff are working remotely. The selected individuals must be able to work the core business hours from 8:30 am to 5:00 pm EST.
