Ability to Work: Remote, some On-site on an as-needed basis Clearance: Controlled Unclassified Information (CUI) Level Security Clearance Statement: This position requires a government security clearance; the applicant must be a US Citizen for consideration. Number of Position(s): 1 Work Schedule: 7:30 am - 4:30 pm Work Day: Monday – Friday Ability to Travel: 10% Job Description: The Contractor shall provide all required support for nine specific tasks to support the Planning, Programming, Budgeting, and Executions (PPBE) Training Support Requirement. Task 1 Introduction to PPBE Course. "Introduction to PPBE Course is intensive education of approximately 16 instructional hours administered over a 2-day period.", with practical exercise taught through block 9 included on the last day. This course will combine lectures, group discussions, and practical exercises to achieve the learning objectives. The Contractor shall plan to virtually instruct the "Introduction to PPBE Course" as needed with a minimum class size of 15, though classes of fewer than 15 or more than 50 students may be approved by agency representatives. All Planning, Programming, Budgeting, and Execution (PPBE)-related training to be developed, taught, and maintained at the unclassified level unless specifically directed otherwise by the agency. This course shall be taught by the contractor virtually in a seminar environment that is accessible for students from their issued agency computer. When a course receives more than 30 applications, the government shall establish a wait list to fill any cancellations. The Contractor shall maintain all aspects of the course to include all instructional blocks, instructor guides, practical exercises, student registration/attendance status, historical records, and course critiques. The Contractor shall also maintain a student reference guide summarizing key processes as well as other reference material deemed appropriate by the Contractor or the Government. Each student will receive an electronic copy of the most current material at the beginning of the course. Additional copies will be made available by the Government electronically on an agency-managed shared drive or agency portal. The Contractor shall also provide administrative - out support for the instruction of the course, to include scheduling instructors and students to attend each course and providing schedule updates to agency representatives. The Contractor shall provide instructional personnel to support portions of the curriculum as identified by agency representatives. The Contractor shall have instructors qualified to instruct every block of the course; however, agency representatives reserve the right to instruct blocks of material when prior notification is provided to the Contractor. In advance of each presentation of the course, the Contractor shall identify one of their analysts to function as the Proctor. The Proctor shall set up the virtual seminar room for the course presentation, ensure all handouts and training materials are current and delivered or on-hand, ensure all required audio-visual equipment is available and functioning, and respond to unique requirements dictated by the situation. The Proctor shall be readily available throughout the length of the course to perform facilitator functions, including but not limited to administrative details, scheduling adjustments, responding to unforeseen problems, and keeping the course on schedule and on topic during its execution. The Proctor shall also administer the student critiques, conduct post-course reviews with the instructors, make all required course changes (lesson plans and presentation materials), and provide updated materials to the instructors in advance of scheduled courses. Task 2 PPBE Executive Course. The Contractor shall be prepared to instruct PPBE Executive Courses as needed. Each course will be between one and six hours in length, as appropriate to give senior agency leaders involved in resource allocation the background they need to function effectively in their duties. Attendees will normally include General Officers and Senior Executive Service civilians, as well as Colonels and GS-15 employees assigned duties in support of the Agency's Corporate Structure. The course will typically be administered one-on-one or in small groups, with each course tailored to the experiences of the specific attendees (the Contractor shall be responsible for ascertaining the level of experience of the senior ranking attendee and tailoring the course accordingly). Course scheduling shall be done by the agency-authorized caller. The course shall be conducted by the Contractor's instructors, virtually. The Contractor shall maintain all material for the course to include instructor guides, student handouts (including at a minimum any slides or material briefed/shown during the course), student registration/attendance status, historical records, and course critiques. Each student will receive an electronic copy of the most current material at the beginning of the course. Additional copies will be made available by the agency electronically on an agency-managed shared drive, web, or agency portal. The Contractor shall identify a Proctor for the course who will set up the training room or virtual environment for the course presentation, ensure all handouts and training materials are current and on-hand, ensure all required audio-visual equipment is available and functioning, and respond to unique requirements dictated by the situation. The Proctor shall be readily available throughout the length of the course to perform facilitator functions, including but not limited to administrative details, schedule adjustments, respond to unforeseen problems and keep the course on schedule and on topic during its execution. The Proctor shall also administer the student critiques, conduct post-course reviews with the instructors, make all required course changes (lesson plans and presentation materials), and provide updated materials to the instructors in advance of scheduled courses. Task 3 Program and Budget Review (PBR) Course. The Contractor shall plan to instruct as needed 12 PBR Courses; with small exceptions these courses should be held twice a week for six-weeks in Jul, Aug and Sep.as determined by agency representatives. The course will be approximately two hours in length, specifically focused on preparing students for the upcoming agecy-led PBR exercise. Because the PBR process changes from cycle to cycle, the Contractor shall be prepared to extensively update the course and applicable material between and during cycles. The course shall be conducted by the Contractor's instructors virtually with prior approval from the agency, but in such a case the course material is limited to unclassified information. This course shall be taught in a seminar environment to groups of between 15 and 50 students, though classes of fewer than 15 or more than 50 students may be approved by agency representatives. The Contractor shall maintain all material for the course to include instructor guides, student handouts (including at a minimum any slides or material briefed/shown during the course), student registration/attendance status, historical records, and course critiques. Each student will receive and in print if required an electronic copy of the most current material at the beginning of the course. Additional copies will be made available by the agency electronically. The Contractor shall provide administrative support for instruction of the course, to include scheduling instructors and students to attend each course and providing schedule updates to agency representatives. The Contractor shall provide instructional personnel to support portions of the curriculum as identified by agency representatives. The Contractor shall have instructors qualified to instruct every block of the course; however, HAF/A8PE representatives reserve the right to instruct blocks of material when prior notification is provided to the Contractor. In advance of each presentation of the course, the Contractor shall identify one of their analysts to function as the Proctor. The Proctor shall assist the Government in setting up the training room for course presentation, ensuring all handouts and training materials are current and on-hand, assisting with ensuring all required audio-visual equipment is available and functioning, and responding to unique requirements dictated by the situation. The Proctor shall be readily available throughout the length of the course to perform facilitator functions, including but not limited to administrative details, schedule adjustments, respond to unforeseen problems and keep the course on schedule and on topic during its execution. The Proctor shall also administer the student critiques, conduct post-course reviews with the instructors, make all required course changes (lesson plans and presentation materials), and provide updated materials to the instructors in advance of scheduled courses. Task 4 Testing. To ensure student comprehension of the material being presented, the Introduction to PPBE course shall feature a pre and post course test administered by the Contractor. Results of those tests shall be provided to the agency. Additionally, to ensure the continued high quality of the course, the Contractor shall administer a course critique survey to each attendee of any course and report periodically (but not less than every 6 months) on the analysis of those critiques. Finally, the Contractor shall conduct ongoing research, consult with subject matter experts, interact with the Proctor, and analyze the results of student critiques to ensure currency and accuracy of each course. Task 5 Make -Up and Ad Hoc Courses. At the discretion of agency representatives, the Contractor shall allow upon request senior leaders to join a subsequent class should for unforeseen reasons they can't complete a class they are currently enrolled in. However, occurrences will be kept to a minimum. Task 6 Electronic Student handouts and Other Instructional Material. Once the contractor has developed the material for the classes, the materials, and the content within shall be considered government property and shall not be repurposed for non-Air Force customers. As a part of this contract, the Contractor must maintain and publish a PPBE Reference Book to accompany other course material. This book shall be updated at a minimum, annually and will contain concise process summaries and other helpful reference material. In addition, the Contractor must provide lesson plans, instructional aides, and student handouts for each course. The most current versions of the PPBE Reference Book and individual course material shall be provided to a n agency representative for approval. Task 7 Program Management. The Contractor shall provide the technical and functional expertise required for effectively managing the technical, schedule, and cost parameters associated with the requirements described below. These activities shall include assignment of appropriate personnel, preparation of monthly report submissions, and the scheduling and execution of monthly and as- required meetings with agency representatives. Program management support may be provided at either the Government or Contractor's site. Because PPBE is a continually evolving process, the Contractor shall maintain the currency of all courses in response to normal evolution (what happened in the last budget exercise) as well as systematic and technological changes, directives from senior leadership (e.g., Agency Corporate Structure changes), Quadrennial Defense Reviews, administrative changes, and other applicable events and activities. Kickoff Meeting/Orientation Meeting. The Contractor shall schedule and coordinate a Project kick-off Meeting no later than (NLT) five (5) calendar days after contract award at the location approved by the Government. The meeting will provide an introduction between the Contractor personnel and Government personnel who will be involved with the contract. The meeting will provide the opportunity to discuss technical, management, and logistic issues; travel authorization; communication process between Government and Contractor; and reporting procedures. At a minimum, the attendees shall include key Contractor personnel, OFFICE (agency), key Government representatives, and the COR. The Contractor shall provide a Kick-Off Meeting Agenda that will include, but not be limited to, the following: Introduction of personnel Schedule (shows major tasks, milestones, and deliverables; planned and actual start and completion dates for each) Communication Plan/lines of communication overview (between both Contractor and Government) Government-furnished information (GFI) Security requirements (Building access, badges, Common Access Cards (CAC)) Reporting Requirements, e.g., Monthly Status Report (MSR) POCs Other logistic issues Sensitivity and protection of information Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25. Monthly Report/Meeting Review. Contractor shall submit a periodic course report, which will include course-by-course statistics. Instructional Review and Course Maintenance. The Contractor is also responsible for periodic instructional review, logistics, administration, and maintenance of all courses. The Contractor shall accomplish this maintenance effort through timely updates to course materials including lesson plans, instructional aides, reference books and practical exercises. Since it is impossible to anticipate when process changes may occur, the Contractor shall be poised to make changes within three weeks of receiving notification of a specific process change from the agency. Required Education, Experience, & Skills: Be a US citizen. At least 4 years' experience Have in-depth knowledge and understanding of the PPBE process, including its key components, stages, and principles. Contractor shall be well-versed in the intricacies of developing, justifying, and executing program budgets within the DoD context. Similarly, expertise in the POM, which is a critical component of the PPBE process, is essential. This includes familiarity with the POM timeline, its purpose, and the key activities involved. Have a team of highly qualified subject matter experts with extensive experience in PPBE and POM. These experts shall have a deep understanding of budget formulation, financial management, resource allocation, performance evaluation, and the interrelationships between various stages of the PPBE process; their expertise should cover multiple levels of DoD personnel, from entry-level employees to senior leaders, enabling comprehensive training across the organization. Possess strong training and instructional design capabilities to develop and deliver effective training programs. This includes designing curriculum, creating training materials, developing case studies, and facilitating engaging training sessions. The contractor shall have experience tailoring training content to meet the specific needs of different levels of DoD personnel, employing various instructional methods and techniques to enhance learning outcomes. Have a solid understanding of the DoD's organizational structure, policies, and procedures. They shall be knowledgeable about the specific nuances of the DoD's budgeting and planning processes, including any recent changes or updates. Additionally, having appropriate security clearances is crucial, as it allows the contractor to access and discuss sensitive information related to budgeting and planning within the DoD. Be skilled at engaging participants, fostering discussions, and answering questions to ensure a comprehensive understanding of the PPBE process and POM. Additionally, strong interpersonal skills are necessary to build rapport with DoD personnel and establish a collaborative and interactive learning environment. Have proficiency with computers, Microsoft Windows, Microsoft Project, and Microsoft Office software. Present a professional appearance, and wear badges identifying them as contractors.
