OverviewSUMMARY Arcticom, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Technical Experts - SME for an international peacekeeping support contract that relies heavily on U.S. military, police, and contracted subject matter experts to provide training and assistance.SMEs to serve as subject matter experts responsible for collaborating with key officials to assist them in their efforts to develop, implement, and sustain processes and procedures across the spectrum of tasks required to generate, prepare, and deploy police to UN and regional peace operations.The SMEs are responsible for assisting the lead police peacekeeping partner organizations, i.e. National Police and National Gendarmerie, to develop a structured and documented process for force generation, which complements UN Department of Peacekeeping Operations (DPKO) and/or regional organization Force Generation Guidelines. The SMEs shall also assist in the development of performance goals/benchmarks and metrics for each stage of the force- generation and deployment process. The SMEs will each work with a defined set of partner countriesResponsibilitiesESSENTIAL DUTIES & RESPONSIBILITIESThe Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned. Analysis and Planning* Determine the most significant challenges a country has in recruiting and deploying qualified, trained personnel into peacekeeping missions. Include host-nation counterparts in the assessment and planning process where appropriate;* Identify why those challenges exist and what it will take to overcome them;* Given the available resources, determine the most significant change the expert can reasonably expect to catalyze; and* Identify the activities to undertake in support of achieving the goal.Mentor* Coach host-nation counterparts through the analysis and planning process, including developing specific plans for the assistance they want from the mentor; and* Provide agreed coaching. This might include, for example, information to increase mentees' knowledge and skills or reviewing draft work products and providing feedback.Report* Keep company and INL informed about progress, or lack thereof, toward the goal (results); and* Analyze the implications of the results for IPPOS' overall strategy.QualificationsQUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATIONTo perform this job successfully, an individual must be able to satisfactorily perform each essential duty. Minimum Qualifications:* A bachelor's degree from an accredited institution;* Demonstrated experience establishing and implementing, or advising on the implementation of, recruitment and/or training processes;* Demonstrated analytic ability, specifically in analyzing the causes of organizational weaknesses;* Knowledge of organizational development in a law enforcement context;* Excellent oral and written communication skills;* Ability to perform independently and with the highest ethical standards in country;* Ability to function effectively in diplomatic and developing country environments; and* Ability to receive and maintain a Moderate Risk Public Trust (MRPT)certification.Preferred Qualifications:* A graduate degree;* Experience with United Nations Peacekeeping;* Demonstrated experience establishing and implementing, or advising on the implementation of, recruitment and/or training processes in an international context;* Ability to receive and maintain a Public Trust clearance* Knowledge of theory-of-change program design and Department of State program development per 18 FAM 300* Formal training/certification in adult training, mentoring, or coaching; and* Foreign language skills may be required in certain cases.NECESSARY PHYSICAL REQUIREMENTSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. WORK ENVIRONMENTWork Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.SUPERVISORY RESPONSIBILITIES * This position is self-managed and works at the direction of the government and is directly related to the business operation supporting the customer's objectives. ADDITIONAL QUALIFYING FACTORS As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations. Shareholder Preference.
