Position Summary: Under limited supervision, plans, manages, and participates in the activities of the land surveying in support of the statutory requirements of the county engineer and other related codes, ordinances and regulations adopted by the Tohono O'odham Nation. Develops and sets procedures within established polices to ensure quality service delivery. The work is normally reviewed upon completion to ensure compliance with general organization/department goals, policies and procedures. Major work activities are covered by procedures or guidelines permitting flexibility in selecting methods to utilize and procedures to follow, determination of work priorities, and the planning and coordination of projects. Essential Duties and Responsibilities: Plans, organizes, controls, manages and participates in professional land surveying activities and provides professional services to county departments and a variety of outside agencies in support of statutory requirements of the county engineer. Develops and maintains the official Tohono O'odham Nation land survey records. Develops, negotiates, and administers multiple professional land survey services contracts including contracts for aerial photogrammetric surveys. Reviews and certifies section staff and contracted survey work. Conducts highly complex or sensitive land surveys and resolves difficult technical problems for assigned staff. Supervises, participates in and approves the reduction and recording of survey field notes. Serves as technical resource on interdepartmental committees for development and implementation of an interactive mapping and Automated Geographic Information Network projects. Maintains or ensures staff maintenance of security and confidentiality of information created or encountered in the performance of duties. Testifies as expert witness on survey-related matters in lawsuits brought on by the tribal courts, outside agencies or individuals. Develops, prepares, submits and administers the survey program budget Supervises, trains and evaluates professional, technical and support staff. Performs other job related duties as assigned and contributes to a team effort. Knowledge, Skills, and Abilities: Knowledge of the Tohono O'odham culture, customs, and traditions. Knowledge of applicable federal, state, tribal laws, regulations and requirements. Knowledge of principles, practices, methods, techniques and instruments of land surveying, mathematics and physical sciences. Knowledge of laws, regulations and ordinances pertaining to the engineer's responsibilities for land surveying. Knowledge of civil engineering principles and terminology of land surveying, including construction methods, engineering plans, specifications and mathematical calculations. Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations. Skill in operating various computer-based resources in surveying activities, i.e. computer-aided design/drafting (CAD/CADD), Geographic Information System (GIS), word-processing, spreadsheets, database software programs. Skill in applying land surveying and engineering principles and techniques to complex technical and professional field and office problems. Skill in interpreting and using engineering plans, maps, specifications and survey field notes. Skill in preparing, reviewing, and analyzing operational reports. Skill in supervising and evaluating assigned staff. Skill in providing superior customer service to external and internal customers. Ability to acquire pertinent information from a variety of individuals, in conflict situations. Ability to correctly evaluate information and initiate action in accordance with established standards and within established time frames. Ability to apply training and supervisory techniques. Ability to analyze information, draw logical conclusions and make sound recommendations. Ability to communicate efficiently and effectively both verbally and in writing. Ability to establish and maintain positive and effective working relationships with other employees and the general public. Ability to work independently and meet strict time lines. Ability to travel throughout the internal boundaries of the Nation. Ability to work extended hours and various work schedules. Ability to maintain privileged confidential information. Minimum Qualifications: Bachelor' s Degree in Civil Engineering, Architecture, Planning, Landscape Architecture or closely related field; and four years of professional land surveying experience or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position. Two year of supervisory experience. OR Eight years of progressively responsible professional land surveying experience including at least two years of experience supervising multiple land survey staff and/or administering land survey contracts. Licenses, Certifications, Special Requirements: Must be a registered Professional Land Surveyor in any state at time of appointment and/or able to obtain registration with the State of Arizona within one year of appointment. Maintenance of current Arizona registration as a Registered Land Surveyor is a condition of employment and failure to obtain/maintain same shall be grounds for dismissal. Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record. May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years). If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
