Under the direction of Governor Ron DeSantis and the DMS Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, technology, telecommunications, private prisons, fleet and federal property assistance programs utilized throughout Floridas state government. It is against this backdrop that DMS strives to demonstrate its mission, We serve those who serve Florida. Under the leadership of DMS Secretary Pedro Allende, DMS employees embody four pillars on a daily basis: lead by example, serve with excellence, create efficiencies and challenge the status quo. Position Overview and Responsibilities: The State Chief Data Officer (CDO) reports directly to the State Chief Information Officer and is the senior data executive for the State of Florida. Working within the Florida Digital Service (FL[DS]), this executive leadership role is responsible for continuing the development of and consistently executing against Floridas strategic roadmap as it pertains to data governance, data management, and data interoperability. The State CDO will be expected to build a team which leads the effort to transform and modernize Floridas data policies and operations. With $163m appropriated by the Florida Legislature to modernize applications and migrate applications to cloud computing environments, success in this position will require a relentless commitment to succeed within a fast-paced and constantly evolving environment which embraces innovative problem solving. FL[DS] was established to propose innovative solutions that securely modernize state government, including technology and information services, to achieve value through digital transformation and interoperability, and to fully support the states cloud-first policy. It is also the lead entity responsible for enterprise cybersecurity. Primary Responsibilities: Executive leadership of the team which is responsible for all data functions and responsibilities of FL[DS] as described in Chapter 282, Florida Statute. Leading a team to establish and implement data management and data governance policies which successfully carry out FL[DS]s mission on behalf of the state. Managing and scaling Floridas first ever enterprise data catalog initiative which will identify all data elements within the enterprise and the application or legacy system in which they are each housed. Developing Floridas first ever enterprise data dictionary to provide meaningful definitions for data elements throughout the enterprise. Designing and deploying Floridas first ever enterprise data sharing capabilities to facilitate inter-agency data sharing. Collaborating with state agencies to establish working groups across the enterprise to develop and implement: i) data governance policies; ii) data management standards; iii) data privacy policies; and iv) technical additions to the enterprise architecture. Coordinate with the State Chief Information Security Officer to design and implement solutions to harden the states security posture and improve recovery capabilities. Collaborate with the State Chief Information Officer and enterprise technology leadership to continue modernizing Floridas Enterprise Architecture. Supporting agency efforts to modernize applications and legacy systems within state government. Supporting agency migrations from antiquated infrastructure to cloud computing environments. Manage the teams compliance with all statutory, rule, and or interagency requirements for the Office of Data Management. Responsible for the supervision of staff including performance management, planning and directing work, managing schedules including leave requests, fostering a healthy and positive work environment, and working with the Office of Human Resources during hiring and disciplinary actions. Knowledge, Skills, and Experience: Significant abilities to effectively represent all aspects of data office at the most senior executive levels and to non-technical audiences. Significant experience with cloud computing environments. Significant experience designing and implementing data interoperability solutions. Strong understanding of privacy laws and privacy policies. Significant experience with agile methodologies as applied to DevOps. Demonstrated ability to manage large data science projects and diverse teams. Significant experience with APIs and modern architecture. Significant experience developing and managing data governance policies and deployments. Significant experience managing application modernization efforts. Significant experience using business intelligence and data analytics tools. Experience with machine learning and artificial intelligence. Experience with popular database programming languages. Experience with distributed data and computing solutions. Minimum Qualifications: A bachelor''s and/or graduate''s degree in a relevant field of study, or equivalent is desired but not required.
