POSITION ANNOUNCEMENT Position Title: Shelter Resident Assistant Department: Housing & Homeless Services Open Date: June 29, 2021 Reports to: Shelter Coordinator Close Date: July 25, 2021 Work Location: Hillsboro, OR Hiring Range:* $18.65-$20.52 Hourly FLSA Status: Non-Exempt Position Status: Regular Full-Time (RFT) Benefit Status: Benefits Eligible Work Hours Per Week: 40 Number of Positions: 1 Months Active: Year-Round Positions Supervised: 0 *Note on Hiring Range: For applicants with extensive qualifications and/or years of experience, the hiring range may be exceeded with approval. If approval is granted, it will be based upon careful review of the applicant's qualifications, experience, internal equity and budgetary considerations. The final rate approved will typically never be at a rate equal to or above the established midpoint of the pay range for the position. Benefits: All regular full-time (RFT) status positions of 20 hours per week or more year round or part year of .50 FTE or higher are eligible for our outstanding benefits package including: Individual Medical with premium covered at 90% Free Dental insurance for the employee Employer matched retirement dollar for dollar for the first 3% Generous paid sick and vacation time 13 paid 0bserved holidays Free life and long term disability insurance Medex travel assistance Employee Assistance Program Rich and diverse mission-based working environment P osition Summary : In support of the Agency's mission, this position is responsible for maintaining a supportive, safe and healthy environment for residents and staff at the Community Action Family Shelter facility in Hillsboro, OR. Resident Assistants work independently, as the single staff representative on most shelter shifts, where they oversee the shared living environment of five families residing in the program. Shelter shifts may include swing shifts, graveyard shifts, weekends, and holidays. (We are open 24/7 - 365 days a year.) Duties include overseeing the activities occurring on site to ensure the facility, residents, and staff are kept safe, helping to problem solve and resolve conflicts between residents, supporting residents in following shelter policies and procedures, interacting with the public, operating a daily food pantry for the Washington County community, and managing a waiting list and referral network for multiple family shelters. Essential Functions and Responsibilities : Provide staff coverage for the Hillsboro Family Shelter by monitoring activities of residents and guests, support residents in learning the program rules and policies and providing accountability, securing the house at curfew, and handling emergencies as they arise. Observe and identify potential conflicts between households or between individual family members. Assertively offer support to prevent or de-escalate a situation. Use group management skills to effectively monitor and de-escalate potentially chaotic or volatile situations. Respond appropriately to instances of child abuse, domestic violence, drug and alcohol use, mental health, accidents, or calls to 911; and to notify the Shelter Coordinator in the event of such an emergency. Fill out incident reports per agency policy afterwards. Know and follow procedures and policies, including program, agency, and building specific policies. Exercise independent discretion and judgement within program guidelines. Complete phone screening for families seeking shelter and add households to a shelter waiting list network. Document weekly check ins, make referrals to the network, and record outcomes of referrals. Collect and enter screening and waitlist data completely and accurately. Operate an on-site food pantry by screening clients for eligibility, completing program documentation, assembling and distributing food boxes tailored to individuals dietary needs, and monitoring the pantry to keep it clean and organized to specific food safety standards. Gather and document recipient data in accordance with program rules. Maintain appropriate professional boundaries in working with others and in handling confidential information. Maintain confidentiality of shelter residents, staff, and agency. Practice effective communication with other shelter staff and management. Maintain a reflective shift log, verbally give accurate and comprehensive shift reports, and compile participant records, both manually and electronically. Conduct shelter prescreening and intakes, including lice checks, new resident orientations, and linen and toiletry distribution. Complete an exit procedure when a family moves out to make sure all checked out items have been returned, borrowed linens are washed and put away, and that the empty room is clean, disinfected, and ready for a new family. Assign and monitor the completion of chores by residents including, but not limited to, checking and recording chores, organizing cleaning materials. Ensure the cleanliness, sanitation, and upkeep of the facility by preforming minor maintenance and cleanup duties as necessary or requested. Promptly sort and put away donations. File documents and records, assess and maintain cleaning supplies inventory, and complete other projects as assigned. Coordinate with staff in agency and team meetings to ensure consistent delivery of services. Interact with donors in accepting in-kind and monetary donations. Providing general agency information and education about programs. Complete recordkeeping paperwork. General office duties, such as answering phones, greeting people at the front door, copying, faxing, filing, etc. Strictly adhere to all safety policies and procedures at all times and respond/correct any at-risk safety issues immediately. Strictly adhere to agency code of ethics and standards of workplace behavior. Perform other duties as assigned to meet business needs including regular and reliable attendance and adherence to all company workplace behavior standards. Marginal Functions and Responsibilities : Other marginal functions and responsibilities as assigned. Required Education/Training/Experience : Education: High School Diploma (or equivalent), or equivalent literacy and computer skills. Experience: Minimum of one year of experience working with low-income populations in a social service setting. An equivalent combination of education and experience may be considered. Ability to set and maintain professional boundaries with clients. Experience working independently or without direct supervision. Experience handling emergency situations. Effective written and verbal communication skills, including demonstration of cultural awareness and successful interaction with individuals with diverse backgrounds. Proven ability to work collaboratively with a wide range of community members. Preferred : Bilingual English/Spanish. Knowledge of Washington County community resources. Office and recordkeeping experience. Maintenance and/or housekeeping experience. Experience interviewing and/or screening clients. Required Licensing or Other Special Certifications : N/A Required Physical Demands of Essential Functions and Responsibilities: Work is usually performed in an Emergency Shelter environment. Scheduled work hours vary and may include overnight and weekend shifts. Occasional exposure to computer and keyboarding and telephone use. Ability to climb stairs on a frequent basis. In normal work day, may stand/walk __6__ hrs/day; may sit _ 2_ hrs/day; may drive _ 1 - 2 _ hrs/week; may use hands for repetitive grasping, pushing and pulling, typing and fine manipulation _ 1_ hrs/day; may use hands at or above shoulder level for _ 1_ hrs/day. In normal work day, may bend, squat, and/or climb frequently. Work is light in nature, lifting maximum of 20 lbs with frequent lifting and/or carrying of objects weighing up to 10 lbs. May carry objects up and down stairs. May require walking or standing to a significant degree, or sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
