OverviewPharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Senior Vice President (SVP) to guide the development of policy and strategy as part of the Policy and Research Department's (PRD) senior leadership team. Specifically, this individual will work with a cross-functional team of PhRMA staff to analyze legislative and regulatory policy relevant to the biopharmaceutical industry, develop proactive policy proposals, and implement a wide-range of advocacy strategies. The SVP will report to the Executive Vice President, Policy and Research. This role is member-facing and includes significant internal management responsibilities. The Senior Vice president will: Serve as a senior member of the PRD leadership team responsible for setting strategy, overseeing execution, and managing staff. Manage a team of policy professionals analyzing policies impacting the biopharmaceutical sector and developing new policy proposals. Provide strategic direction and review of deliverables for both internal and external use. Develop and maintain relationships with member companies and other relevant stakeholders. Serve as a resource for member companies; work to understand competing priorities and drive consensus. Offer senior-level subject matter expertise and technical support on a wide-range of policy issues. Coordinate with other members of PhRMA leadership to support advocacy and communications goals. Manage outside consultants and associated budget. Represent PhRMA at external meetings and public events. Key Success Factors PhRMA seeks a leader who is collaborative, proactive, and a self-starter. The candidate should possess experience not just in policy, but also in other commercially-focused biopharmaceutical disciplines such as market access, R&D, and/or patient support. The preferred candidate will bring extensive experience in the biopharmaceutical industry and demonstrated expertise in policy and commercialization-related issues including but not limited to: the Inflation Reduction Act (IRA); commercial insurance and federal health programs, especially Medicaid and the Affordable Care Act; patient access, including coverage, utilization management, and patient assistance/copay support; payer incentives and operations; and innovation-related issues, including intellectual property and policies that drive US leadership in innovative biopharmaceutical research and development. Professional Experience / Requirements 15+ years of experience in health policy and/or related fields, including in leadership positions. Exposure to biopharmaceutical companies, either as part of company staff, trade group, or as a client-facing consultant. Substantial experience with and an understanding of the biopharmaceutical business outside of policy, including in areas such as market access, pricing, patient support, HEOR, strategy, and R&D. History of working with cross-functional groups of colleagues and internal/external customers to drive results. Experience managing large teams and reviewing high-profile deliverables. Excellent written and verbal communication skills, including experience presenting to executive audiences. Ability to identify analytic needs, review analytic output, and present complicated data in easy-to-understand formats.
