Please review the Appraiser's Office Conflict of Interest Policy prior ing for this position by clicking here.For questions about this policy, please call the Appraisers Office at The Senior Residential Appraiser is responsible for properly discovering, listing, valuing, and defending appealed property values for the residential real property parcels in Sedgwick County. This is accomplished through properly applied mass appraisal techniques in accordance with directives, guidelines and education promulgated by Kansas State Statutes and the Kansas Department of Revenue, Property Valuation Division, the International Association of Assessing Officers, Uniform Standards of Professional Appraisal Practices, office policies, and procedures. Data collection and Orion database maintenance of residential real property characteristics. :Verify real property data characteristics with digital imaging technologies and on:site inspections for all residential properties through sales reviews by preserving the proper sales files to generate accurate values.:Maintain open communication with other residential staff members concerning any problematic issues during data collection.:Perform other types of data collection for damage assessment, building permits, field checks, maintenance inspections or agricultural inspections when needed.Conduct valuation appeal meetings. :Provide a high level of customer service while conducting Informal Equalization and Payment Under Protest appeals. Be able to fully explain property values and the appraisal process to property owners and/or their representatives.:Mentor and train less experienced staff on how to conduct valuation appeal meetings.:Conduct Board of Tax Appeal Hearings both Small Claims and Regular Division when needed.:Conduct field checks that were a result of Payment Under Protest Meetings with property owners or property owner representatives.Annually assign appraised values for residential real property :Develop a final opinion of market value for each parcel of property as assigned.:Review all appropriate market information to establish accurate appraised values utilizing market models. Reconcile final value estimates by reviewing various approaches to value.:Mentor and train less experienced staff on assigning appraised residential real property values. Minimum Qualifications: High school diploma or equivalent. Three (3) years of new construction, real estate, appraisal, appraisal appeals, administrative support, or drafting experience. Successfully pass the following mass appraisal related courses or the ability to complete the list within two (2) years of hire date: International Association of Assessing Officers (IAAO) Course 101 : Fundamentals of Real Property Appraisal, IAAO Course 102 : Income Approach to Valuation, IAAO Course 300 : Fundamentals of Mass Appraisal, IAAO Course 311 : Real Property Modeling Concepts, Uniform Standards of Professional Appraisal Practice (USPAP), Kansas Property Tax Law, Kansas Department of Revenue, Property Valuation Division (KDOR/PVD) : Orion Introduction and Overview of Basic Functionality, KDOR/PVD : Residential/Agricultural Improvement Data Collection, KDOR/PVD : Orion Sales File Development. Must have a properly registered and licensed vehicle to use on a daily basis. Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver's license without restrictions and current proof of automobile insurance.
