Note: The Illinois Environmental Protection Agency must verify and have proof of higher education and coursework (if applicable) for any degree earned before any offer can be extended. *Answer all questions thoroughly-DO NOT STATE SEE RESUME* Position Overview The Bureau of Air is seeking a qualified individual to serve as the Unit Manager for the Bureau of Air, Permit Section, Clean Air Act Permit Program (CAAPP) Operating Unit located in Springfield, Illinois. The selected candidate will possess experience in drafting, reviewing, and completing Title V operating permits for air emission sources and air pollution control equipment. The selected candidate will also possess experience in leading or managing permit writers and the permitting process. The candidate will possess strong leadership and communication skills and be willing and able to oversee a staff of technical professionals and to frequently interact with and respond to the demands of that staff, other Sections of the Bureau of Air, the USEPA, regulated industry, public interest groups, and the Permit Section Manager, among others. Essential Functions 30% 1. Serves as the Clean Air Act Permit Program (CAAPP) Operating Unit Manager administering the duties of the professional staff engaged in detailed permit analysis for issuance and/or denial of permits in the Bureau of Air, Air Pollution Control, Permit Section. Plans, organizes, and directs the activities for the Unit. Reviews program procedures to ensure compliance with State and Federal regulations. Develops program procedures and controls. Sets priorities and evaluates progress of the program objectives. Evaluates program effectiveness and implements changes to cover new State and Federal programs and revision in regulations. Sets and prioritizes Unit objectives and evaluates progress of achieving those objectives. Maintains through subordinate supervisors’ work progress ensuring that work progresses in a timely manner and deadlines are met. Evaluates compliance with established policies and procedures. Essential Functions (continued) 30% 2. Serves as full-line supervisor to staff performing activities of the Unit. Assigns and reviews work. Provides guidance and training to assigned staff. Counsels staff regarding work performance. Assigns or reassigns staff to meet day-to-day operating needs. Establishes annual goals and objectives. Approves time off. Adjusts first level grievances. Effectively recommends and imposes discipline, up to and including discharge. Prepares and signs performance evaluations. Determines and recommends staffing needs. Essential Functions (continued) 15% 3. Coordinates permit issuance activity with other Bureaus/Divisions/Sections/Units within the Agency, permittees and/or their representatives, United States Environmental Protection Agency (USEPA), environmental groups, and the general public. 10% 4. Assists Permit Section Manager in the development of Sectional policies and procedures, as well as their subsequent revisions and replacement consistent with changing regulations and technology affecting the Section's permitting program. Essential Functions (continued) 10% 5. Serves as liaison for Unit. Attends and participates in meetings with internal and external stakeholders. Provides expert testimony for the development of Air Pollution Control regulations, permit appears, and public hearings. Attends Environmental Justice (EJ) meetings. Represents the Section at various speaking engagements outside the Agency. Travels in performance of duties. 05% 6. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above. Minimum Qualifications 1. Requires knowledge, skill, and mental development equivalent to four (4) years of college preferably with coursework in environmental and physical science. 2. Requires four (4) years of progressively responsible administrative experience in the field of environmental or physical science. Preferred Qualifications (In Order of Significance) Prefers at least four (4) years’ experience drafting, reviewing, and completing CAAPP/Title V Operating permits. Prefers at least four (4) years’ experience drafting, reviewing, and completing operating permits for air emission sources and air pollution control equipment. Prefers at least four (4) years’ experience applying state and federal laws, rules, and regulations pertinent to permitting of air emission sources and air pollution control equipment. Prefers at least four (4) years’ experience developing, analyzing, interpreting, and implementing programs and policies related to permitting of air emission sources and air pollution control equipment. Prefers at least four (4) years’ experience communicating with stakeholders at all levels within an organization, both internal and external. Prefers at least four (4) years’ experience preparing and presenting comprehensive reports, memos, correspondence, etc. in a clear and concise manner. Prefers at least one (1) year experience supervising permit analysts and the air pollution permitting process in an office setting. Possession of a bachelor's or master’s degree in Physical Science, Environmental Science or Engineering. Conditions of Employment Requires a valid and current appropriate drivers’ license. Requires the ability to travel in performance of duties, with overnight stays as appropriate. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends. Requires ability to attend seminars, conference, and trainings to stay current on methods, tools, ideologies, or other industry related topics to the job duties. Requires the ability to sit for extended periods of time.
