Aligning our operations and team with the client organizations we support with: planning, execution and overall service delivery. The Land, Environmental, and Permitting Services (LEAPS), Long Cycle Land Planning team is responsible for providing land and environmental support primarily to the Company’s electric transmission facilities and substations. We establish goals related to safety, customer service, affordability, and environmental compliance that require a collaborative, cross-functional effort of employees across the company. Together, we will become the leading corporate services organization and the leading utility in U.S. Position Summary This job is represented by Engineers and Scientists of California (ESC) and is subject to collective bargaining. The senior-level land planner takes a lead role in obtaining environmental permits and developing technical guidance documents in support of long cycle electric transmission construction projects. Our portfolio of long cycle work includes support of operations and maintenance for existing facilities as well as renewable interconnection projects and construction of new facilities. The position requires an extensive knowledge of permitting requirements and regulations (Such as; CEQA, General Order 131-D, Sections 404 & 401 of the Clean Water Act, Sections 7 & 10 of the Federal Endangered Species Act, Migratory Bird Treaty Act, Section 1600 Fish & Game Code, and Section 2080/2081 Fish & Game Code) as well as biological issues associated with utility projects. This position is hybrid, working from your remote office and your assigned work location based on business need. PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreements, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors. A reasonable salary range is: California Minimum: $137,892 California Maximum: $173,184 Job Responsibilities - Safety: Complete all required safety training in a timely manner, promote safety awareness within and outside of the workplace, maintain a high safety ethic for self and others, and conduct all work in accordance with all safety procedures. -Technical Project Management: As a member of multidisciplinary project teams, the successful candidate will be expected to communicate technical natural resource permitting knowledge and understanding of utility work processes to develop the scope, schedule, and budget for program initiatives. The Senior Land Planner ensures the proper coordination and collaboration with subject matter experts in the scoping of project initiatives and provides technical oversight to contractors. -Technical Quality Assurance: Ensure that all technical reports, permits, standards, guidance documents, and procedures (contractor or self-generated) meet the technical standards required by PG&Es standards and procedures and QA/QC group; as well as regulatory or agency guidelines. All guidance, standards, and procedures should be reviewed and prepared to ensure technical consistency across lines of business, unit, and multiple projects. - Compliance: Review complex electric transmission projects in regard to environmental compliance and permitting. As necessary, coordinate technical biological and cultural studies in collaboration with Subject Matter Experts (SME’s). Support ongoing compliance for active construction projects as well as post-construction restoration and monitoring as required. - Regulatory Filings: Support environmental, land engineering, and acquisition teams responsible for completing land component of CPUC/CEQA compatible filings for electric transmission construction projects. Negotiate project scope of work with the project sponsor or project manager. Review projects to ensure compliance with CPUC General Order 131-D, including the coordination with Law Department and preparation and filing of Notices of Construction (NOC). Prepare contract Specifications and/or Request for Proposals (RFP) to contract the performance of environmental studies, investigations, and preparation of the Proponents Environmental Assessment (PEA) for inclusion with PG&E's application to the CPUC under the direction of the Senior Land Planner. -Relationship Management: Represent PG&E in agency/stakeholder interactions and negotiations to best meet the goals and objectives of PG&E while maintaining compliance with all state and federal guidelines and laws. Work closely with PG&E project Subject Matter Experts (SME’s) to develop efficient and effective standards, guidance documents, and procedures. The successful candidate will serve as PG&E representative in communications and negotiations on sensitive environmental issues with various stakeholders. - Cost/Schedule Management: Manage cost commitments within the allotted budget. Provide technical and contract administration oversight for assigned workload. Ensure that all schedule commitments are met on or before the planned due dates. Ensure that all key initiative deliverable commitments are met on or before the planned due dates. - Contractor Selection: Develop technical scope of work and submit requests for proposals. Conduct proposal evaluations and select successful bidder. Ensure that company strategic sourcing program is implemented on all appropriate initiatives. Qualifications Minimum: -BA/BS with emphasis in Land Use/Environmental Planning, Land Surveying, Business, Recreation Management or related resource field, or the equivalent in education and/or experience. -2.5 years of experience in land planning, environmental analysis, resource management or equivalent. -Strong written and oral communication skills; strong team-building and facilitation skills; strong organization skills; goal oriented, ability to manage concurrent responsibilities. Applied knowledge of CEQA/NEPA and the CESA/ESA, FERC and other resource laws. Desired: -10 years of experience in environmental permitting field -Lean Six Sigma Trained -Certified Professional Wetland Scientist -Certified Wildlife Biologist -California PLS license, AICP certification, or certificate from a land use /environmental planning program. #featuredjob
