Collaborate with the engineering, design, asset management, and property leadership team to create the project charter and plan the capital projects execution as required by the annual budget created and approved by sponsors throughout America on multiple, concurrent student housing projects; create a plan and prepare a schedule for the execution of each capital project (large, medium, and small) for the site, buildings, amenities, parking, HVAC, sustainability, technology, and Interior units per the annual Capex program; prepare detailed scope of work and create RFP to send to contractors and vendors for proposals, and review proposals received for compliance; coordinate and manage all phases of large-scale Capex, deferred maintenance, Value adds, and large equipment or machinery purchase, including remodeling, renovation, expansion, and post-occupancy review; administer Owner-contractor agreements together with asset management and senior team leaders; work with the Project manager to establish tasks, schedules, and manpower requirements consistent with the project agreement, and identify weekly project requirements as well as for projecting long-term needs; monitor work in progress to ensure the project teams and contractors compliance with all project milestones, review performance indexes periodically and run variances to exercise better performance and improve efficiencies; establish quality protocols and workflow for the project, coordinate with communities for equipment planning, and agencies for code compliance for projects such as chiller replacement for high-rise buildings and roof replacement, referring to codes under the International Building Code (IBC), Americans with Disabilities Act (ADA), ANSI, National Fire Protection Agency 101 Life Safety Code (NFPA), and AIA Guidelines for buildings; sustain control over the circulation of all project documents using project information management software Click up, Transcendent, MS office, google drive, or other approved software; organize and facilitate collaborative efforts between offices, communities, and departments working together, facilitating large project teams through clear, concise, and effectual communications; achieve profitability on projects by working with qualified and experienced consultants, staffing, schedule, the scope of work, value assessments, EVM analysis, and projections; evaluate and manage bids, estimates, and contract budgets, negotiate change orders for Owner approval with the contractor, and review and approve invoices before they are submitted for payment; perform due diligence activities about capital and value add projects, and prepare agenda for the due diligence meetings held with engineering, construction, and property management teams at the new proposed potential acquisition site; review and assess the current condition of various property elements in conjunction with property assessment consultants; prepare design guidelines, concept plans, development plans, entitlement plans, material specifications, logistics, and cost impact analysis; perform Value engineering process for the project requirements and outcome for optimization and budget the capital expenditure required for the new acquisition; establish and recommend new processes and improve existing processes for efficient management and required outcomes, and provide tracking, monitoring, organization charts, and diagrams for project management; prioritize project design objectives to align with the scope of the project and budget for strong ROI and capitalize on the cost of capital for investors; work with the management and development team to provide functional expertise on project assessment and feasibility activities, encompassing the review of projects and communities that may be considered for redevelopment, management, or sustainability; establish, direct, and document project meetings, and coordinate negotiation with consultant, vendor, and contractor agreements; prepare payment approval process for the capital and value-add projects for the portfolio, and review and approve invoices and draws as set forth per the agreement; perform EVM analysis during project execution to maintain the Cost and schedule variance at the lowest.
