Summary: The Senior Director, Grant Administration & Compliance is a key executive reporting directly to the Deputy Chief, Capital Compliance, Budget & Administration for NJ TRANSIT's Capital Programs Department. This position will direct, manage, and supervise the activities of grant compliance and administration for a multi-billion-dollar, complex capital program. Responsible for the development, application, and administration of federal grants and state funding for all NJ TRANSIT projects. Roles and Responsibilities : Serve as executive liaison between Federal and State funding agencies (including the Federal Transit Administration and Federal Railroad Administration) and NJ TRANSIT, directing all grant-related activities between the agencies and interpreting and implementing grant and grant management rules, regulations, and policies. Responsible for ensuring the agency is informed and makes recommendations with respect to federal and state funding policies and regulations, including proactively identifying additional funding sources. Maintains liaison with key federal and state staff in order to assist in developing funding policies. Develops and implements long-term agency-wide grant funding strategies for securing additional capital funding sources. Directs the development of NJ TRANSIT's federal appropriation requests. Develops and implements funding and outreach plans for specific projects, including FTA Capital Investment Grant projects. Directs development and coordination of all grant applications (including formula and discretionary), amendments and budget revision requests for capital projects, including but not limited to FTA, FRA, and State grants. Ensures statutory, planning and administrative requirements are met before grant applications are submitted. In collaboration with others, prepares documents for Metropolitan Planning Organizations (MPOs) as prerequisite for federal approval. Directs grant closeout and fund recovery processes. Secures FTA approval for various project requirements, including NEPA, and secures approval for dispositions of federally funded property. Coordinates, in conjunction with the Capital Compliance Division, NJ TRANSIT's responses to the FTA Triennial, State Management and Procurement review and other reviews as necessary. Negotiates funding agreements with Port Authority, the New Jersey Sports & Exposition Authority, and other entities as required. Responsible for ensuring the maintenance of grant records, accounting for awards/appropriations/agreements in detail; responsible for the submission of required grant-related reports, including the annual FTA certifications and assurances. Leads staff responsible for the administration of all NJ TRANSIT grants; directs the progress of grant projects and drawdowns, and initiates and submits the closeout of grants and agreements. Serves as liaison with the Finance Department to ensure final project reports and fixed asset lists are timely submitted in accordance with federal and/or state requirements. Provides advice and assistance in developing strategies and approaches to assure maximum amount of future funding, including new sources, full funding grant agreements, innovative public-private financing, etc. Formulates policies and procedures relating to the administration and use of capital funds. Develops relevant policies, procedures and guidelines for the capital program process. Represents NJ TRANSIT executive management on permanent and/or ad hoc internal and external stakeholders, including NJ Department of Transportation (NJDOT), Federal Transit Administration (FTA) industry, and other trade groups or committees. Directs the monitoring of FTA and other federal and state websites for announcements of statutory, regulatory and guidance changes. Performs other duties as required and/or assigned. This position supervises: Manager, Grant Administration & Compliance (2) Education, Experience, and Qualifications : Bachelor's degree in Public Administration, Business Administration, Finance, Accounting or related area and ten (10) years of applied progressive experience in Federal and State funding requirements and grant management requirements. Understanding of Federal Transit Administration, capital projects and capital program development desired. Ability to facilitate meetings and brief senior leadership desired. Master's Degree preferred. Knowledge and Skills : Effective leadership, supervisory, project management, and problem-solving skills. Effective oral and written communication skills, including briefing to senior leadership and third parties. Skill in communicating and presenting information effectively to all levels of the organization.
