Type: Full Time Employee Location(s): Fort Leonard Wood, MO Overtime Exempt: Yes Security Clearance Required: Active Top Secret Reports To: ARMADA HQ Duties & Responsibilities: ARMADA has a requirement for a Senior Chemical, Biological, Radiological and Nuclear (CBRN) Analyst- Liaison Officer supporting the Joint Requirements Office Chemical, Biological, Radiological and Nuclear Defense (JRO-CBRND). The Senior Chemical, Biological, Radiological and Nuclear (CBRN) Analyst - Liaison Officer will be located at Fort Leonard Wood, Missouri. The Senior Chemical, Biological, Radiological and Nuclear (CBRN) Analyst- Liaison Officer must have broad knowledge of Countering Weapons of Mass Destruction (CWMD) and Chemical, Biological, Radiological and Nuclear Defense (CBRND), as well as experience at all levels of staff organization and shall have an exceptional knowledge of the Joint Capabilities Integration and Development System, the requirements development process. The Senior Chemical, Biological, Radiological and Nuclear (CBRN) Analysts shall have a knowledge of the DOD Countering Weapons of Mass Destruction (CWMD) mission to include knowledge of chemical, biological, radiological, and nuclear materials, threats, effects, and mitigation. This includes knowledge of DOD policies regarding strategic direction, policy guidance, budgeting and current activities concerning Countering Weapons of Mass Destruction (CWMD). The Senior Chemical, Biological, Radiological and Nuclear (CBRN) Analysts will be required to conduct strategic analysis concentrating on development of operational requirements or serve as Liaison Officers to CCMDs, other Joint Staff Directorates, the National Guard Bureau (NGB) or Service schools. The Senior Chemical, Biological, Radiological and Nuclear (CBRN) Analysts will conduct strategic analysis developing and documenting Chemical, Biological, Radiological and Nuclear (CBRN)/Countering Weapons Of Mass Destruction (CWMD) specific Joint Concepts and Chemical, Biological, Radiological and Nuclear (CBRN)/Countering Weapons Of Mass Destruction (CWMD) equities in other Joint Concepts, Capability Based Assessments (CBAs), Integrated Security Constructs, Defense Planning Scenario (DPS) Excursions, and war game vignettes focused on Force Development, Strategic Defense Concepts, and Multi-Service Force Deployment Data Vignettes. The Senior Chemical, Biological, Radiological and Nuclear (CBRN) Analysts will be responsible for ensuring project deliverables are completed on time and to a level of acceptance from the client. The Senior Chemical, Biological, Radiological and Nuclear (CBRN) Analysts will be responsible for relationship building with the client as well as any jurisdiction involved with the project in which the Specialist is assigned. Other duties as assigned Knowledge, Skills and Abilities (KSAs ): Must have broad knowledge of Countering Weapons Of Mass Destruction (CWMD) and Chemical, Biological, Radiological and Nuclear Defense (CBRND) Knowledge of the DOD Countering Weapons Of Mass Destruction (CWMD) mission to include knowledge of chemical, biological, radiological, and nuclear materials, threats and effects, Exceptional knowledge of the Joint Capabilities Integration and Development System (JSIDS), the requirements development process Experience conducting strategic analysis and developing and documenting Chemical, Biological, Radiological and Nuclear (CBRN) / Countering Weapons Of Mass Destruction (CWMD) specific Joint Concepts and Chemical, Biological, Radiological and Nuclear (CBRN) / Countering Weapons Of Mass Destruction (CWMD) equities in other Joint Concepts, Capability Based Assessments (CBAs), Integrated Security Constructs, Defense Planning Scenario (DPS) Excursions, and war game vignettes focused on Force Development, Strategic Defense Concepts, and Multi-Service Force Deployment Data Vignettes. Experience overseeing Analyses of Alternatives and developing requirements documents in coordination with the service and combatant command representatives. Ability to organize and conduct at least quarterly, an Integrated Concept Team (ICT) meeting with all relevant stakeholders and draft and provide minutes. Ability to develop Joint operational requirements by drafting, staffing and adjudicating requirements documents prior to entering them into Knowledge Management/Decision Support (KM/DS) System Independently operate as the JRO Chemical, Biological, Radiological and Nuclear Defense (CBRND) representative at the command/staff element to which they are assigned. Assist the command/staff element to which they are assigned to represent its Chemical, Biological, Radiological and Nuclear Defense (CBRND) and Countering Weapons Of Mass Destruction (CWMD) requirements to the Defense-wide Chemical and Biological Defense program (CBDP), the Joint Staff and the Services. Liaison Officers will represent the needs and concerns of the command/staff element to which they are assigned to the JRO. Minimum General Experience/Education: An earned PhD in a relevant technical discipline and/or an MD or DVM with Chemical, Biological, Radiological and Nuclear (CBRN) research experience is highly desirable, or Master's degree from an accredited college or university in a discipline applicable to the effort, 15 to 20 years of relevant technical area experience (comparable to a retired O-5/CWO5 or above or a former GS-14 or above) Ten years' experience in Joint and/or Service requirements development and at least five (5) years' experience on the Joint, OSD, a CCMD and/or a Service staff Medical Chemical, Biological, Radiological and Nuclear (CBRN) Liaison (Fort Sam Huston) require at least 20 years of relevant technical area experience (comparable to a retired O-5 or above or a former GS-14 or above). Must have ten (10) years' experience in Joint or Service requirements development as well as expert level fluency in the Food & Drug Administration's (FDA) drug and biologics approval processes Ten years' experience developing doctrine and training/education products (Joint Staff J-7's Joint and Coalition Warfighting Center Position) Must be fully conversant with JCIDS, demonstrate understanding of the Joint Strategic Planning System (JSPS) and have knowledge of the next generation action processing system (JSAP-Next) Training required to support CCMDs that have implemented Alternative or Compensatory Control Measures (ACCM) for exercise subject matter or specific exercises (Joint Staff J-7's Joint and Coalition Warfighting Center Position) Must be a US citizen with a current DOD Top Secret clearance based on a Single Scope Background Investigation (SSBI) completed within the last 5 years Disclaimer: The above information has been designed to indicate the general nature and level of work to be performed.
