Summary This position is located at the Rosebud Service Unit within the Division of Environmental Health Services. The purpose of this position is to provide overall management, supervision, and leadership for the Rosebud Service Unit Environmental Health Services Program. The incumbent reports to the Sioux City District Sanitarian or designee. Duties Assesses needs, and plans and implements a comprehensive environmental health program in accordance to regulations, policies and procedures, priorities and directives. Provides leadership and supervision to Environmental Health Staff. Serves as lead Injury Prevention Specialist providing leadership to promote and implementing a broad-based injury prevention program within the Rosebud Service Unit and Rosebud Sioux Tribe communities. Tracks local injury prevention program activities, provides one-on-one training for field staff, works with or helps form local community injury prevention coalitions, and serves as an instructor for Area Injury Prevention training courses. Provides updates and consults with Area IP Specialist and/or Area DEHS Director on Injury Prevention issues and needs within the Rosebud Service Unit and respective communities. Assigns, schedules, and directs the work activities for the Service Unit Environmental Health Specialist (GS-601-7/9) and provides supervision and leadership to the environmental health staff in the Rosebud OEHE Office. Conducts surveys of IHS, Bureau of Indian Affairs (BIA), and Tribal institutions including, but not limited to: Head Start centers, day care centers, food service establishments, community buildings, schools, casinos, hotels, pools and spas, and Tribal celebrations in accordance with Public Health Service standards. Develops and provides environmental health and safety trainings for Tribal programs upon request. This includes but is not limited to food handlers training, Head Start in-service training, Housekeeper training, etc. Assists with policy and procedure development upon request. INDIVIDUAL OCCUPATIONAL REQUIREMENTSBasic Requirements Education (for GS-5 positions): A full 4-year course of study that meets all the requirements for a bachelor's degree, and that included or was supplemented by at least 30 semester hours in a science or any combination of sciences directly related to environmental health (such as sanitary science, public health, chemistry, microbiology, or any appropriate agricultural, biological, or physical science).or Experience (for GS-5 positions): Four years of experience in inspectional, investigational, technical support, or other responsible work that provided a knowledge and a fundamental understanding of, and the ability to use, environmental health principles, methods, and techniques equivalent to that which would have been gained through a 4-year college curriculum.orA combination of education and experience as described above.In addition to meeting the basic requirements, applicants must have the amount of education and/or experience required for this grade level. GS-11 : Completion of all requirements for a doctoral degree ( Ph.D., M.D., or equivalent ) OR three (3) full academic years of progressively higher-level graduate education OR one (1) year of experience equivalent to at least the GS-9 level. Examples of specialized experience at the GS-11 grade level Conduct surveys on organizations and/or establishments in accordance with public health service standards; Identify environmental health related problems (water supply, waste disposal, food sanitation, insect and rodent control, etc.) at homes and in communities, and seek private and public resources to assist with corrective action; Conduct surveillance and maintain data on communicable disease vectors (i.e., West Nile, rabies, plague, etc.); Assist with presenting environmental health and safety training programs; Inspect sanitation facilities (water systems, sewage disposal systems, and solid waste disposal systems) for compliance with current recommended practices; Review medical records for injury data; Complete and review data reports and other written materials.
