Posting Identification Number 36047 The Sourcing Supervisor for the Department of Corrections serves as the lead business professional overseeing procurements for service for the Department. The ideal candidate will be able to lead and support a local staff, as well as field staff, in the procurement process. The Department of Corrections is made up of a Central Office with five divisions and 26 correctional facilities, plus associated work camps, located statewide that operate 24/7/365. Essential Functions Serves as Sourcing Supervisor. Directs and performs complex fiscal management studies and research impacting contractual and leasing activities of the Shared Services Agencies. Directs, coordinates, controls, and monitors the procurement of Service and Lease Contracts, including major medical, mental health, substance abuse treatment, repair and maintenance office equipment and Federal Grant contracts. Drafts, approves, edits, and publishes Request For Proposals (RFP's), Invitations For Bids (IFB's) and Award Notices for all procurements that exceed the CMS "Small Purchase" threshold. Serves as full line supervisor. Serves as primary liaison with Central Management Services, other state agencies and field staff on contracting related issues including original drafting and preparation of multi-agency documents to achieve compliance. Directs and coordinates the administration of the Small Business Set-Aside Program. Performs other duties as required or assigned which are reasonably in the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four (4) years of college preferably with courses in business or public administration. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization. Of the required three (3) years of experience, requires two (2) years of progressively responsible administrative experience in directing and monitoring procurement processes in a public or business organization. Preferred Qualifications Prefers Certification as a Professional Public Buyer (CPPB) or Public Procurement Officer (CPPO) per Executive Order 2018-07. Prefers at least three (3) years of finance administration experience. Prefers at least three (3) years of experience in drafting contractual language. Prefers at least three (3) years of experience in contract review and evaluation. Prefers at least three (3) years of supervisory experience overseeing three or more staff. Prefers at least three (3) years working experience in a correctional setting. Prefers at least three (3) years of experience preparing and leading employee-based training. Prefers at least one (1) year of experience researching complex fiscal management studies and/or contractual and leasing activities. Prefers at least one (1) year of experience properly interpreting and explaining to end users, policies regarding grants and/or service and lease contracts. 10. Prefers at least one (1) year of experience with PC based operations such as document scanning, electronic signatures, and filing.
