Public Experience Liaison - Finance JOB SUMMARY Under general supervision of the Finance Manager, performs a variety of customer service and administrative work related to the support of a variety of City departments. Serves as the initial centralized interface with residents, vendors, staff and visitors applying the latest technology and efficiency workflow processes to provide a high level of customer service holistically on behalf of the City. May have a primary focus-area of responsibility while regularly serving as back-ups for other focus-areas. ESSENTIAL DUTIES AND RESPONSIBILITIES Serves as in-person public information contact/gatekeeper for calls and visitors city-wide. Provides services to customers including: Check-in visitors and directs them to appointments or proper location Support utility bill payment procedures and answer utility customer questions Support parking ticket payments and answer questions Assist with Business Licensing and answer questions Provide information on permit process and assist in scheduling appointments for inspections, technical and preapplication conferences Coordinating and processing facility rentals Generate and provide mapping information for property inquiries or general city information Field solid waste questions and coordinate response to concerns with DM Disposal Field street and utility questions Field WAVE, PUD, and other franchise utility questions and coordinate response as needed Coordinates incoming and outgoing mail and package delivery Processes and codes invoices and handle other departmental paperwork Use the internet to download applications, reports, regulations and other information Transmit information to other agencies Intake citizen concerns, respond to and address concerns directly, and/or direct to appropriate personnel, including immediate contact of supervisors or crews for urgent matters Work with virtual platforms for internal and external customer service. Maintain and update the citizen concerns tracking program, including responses to citizen requests Provide general administrative support for the Administration, Community Services, Finance and Public Works Divisions, including word processing, correspondence, reports, meeting notes and minutes Perform Information Management for customer service management system and other data management and analysis needs Assists with the maintenance of departmental records management system Assists with coordination of public outreach initiatives Maintain customer relationship management or list management systems Coordinate volunteer and ambassador programs Special projects for City department heads Manage facility rental program, includes intake and processing of applications and coordination with Police, Facilities, and Park staff KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: Current versions of word processing (Word), spreadsheet (Excel), presentation (Powerpoint), e-mail (Outlook). Software systems such as SmartGov, Springbrook, Hdl Prime Business language and writing practices; including grammar, syntax and spelling. General office procedures including records management; updating/tracking department expenses and basic bookkeeping. Cash management procedures/ability to be bonded. Internet searches, downloads and file transmittal. Use of general office machines, including minor maintenance procedures of copiers and printers. Understands and can explain city organization to customers/correspondence and direct customer to the appropriate parties. High degree of accuracy and attention to detail Ability to: Interact positively with the public, in person, via internet and over the telephone using good verbal and interpersonal skills. Deal with difficult customers in a professional and empathetic manner. Work collaboratively in a team environment. Utilize technology to increase efficiency and the customer experience. Multi-task, meet deadlines and be highly adaptable to new and changing circumstances. Consistently demonstrate accuracy and high attention to detail. Organize and maintain records to city, state and federal standards. Research municipal code, state and federal guidance for a variety of special projects. Compose memos, letters and prepare other documents. Prepare spreadsheets presenting project and department data. QUALIFICATIONS Required High School diploma or GED Three years' experience performing administrative office tasks including customer service, cash handling/cashiering, billing, correspondence preparation, file management and recordkeeping Demonstrated proficiency in computer operating systems and use of Microsoft Office Suite products, including Word and Excel and ability to learn other software programs, such as Springbrook. Any equivalent combination of education and experience which provides the applicant with ability to meet the skills listed in the Knowledge and Abilities Must be bondable. Preferred 5 years' of experience performing administrative office tasks Experience using Springbrook and SmartGov software systems WORKING CONDITIONS Duties are performed primarily in an office environment with sitting for long periods of time, utilizing standard office equipment and personal computer. The noise level in the work environment is usually moderately quiet. May be required to deal with upset customers. This position typically requires movement around the office, reaching, pushing, grasping, finger dexterity, hearing, seeing and repetitive motions. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Details can be found in the Collective Bargaining Agreement : Longevity pay on a graduated schedule starting at 2% after 5 years up to 12% after 25 years Overtime pay or c ompensatory time Jury duty pay at regular rate during service * Teamsters initiation fee is $100 and monthly dues are 2.25 of hourly wage x the base hourly rate rounded to the nearest dollar.
