Summary All Native Group is seeking a Programmer/Analyst to provide support for the Defense Health Agency DoD HIV/AIDS Prevention Program Project Management Support Services programANG is currently in the bidding process and this position is contingent upon awardEssential Functions--- Collaborate with developers, programmers, and designers in conceptualizing and development of new software programs and applications.--- Analyze and assess existing business systems and procedures.--- Assist in the definition, development, and documentation of software's business requirements, objectives, deliverables, and specifications on a project-by-project basis in collaboration with internal users and departments.--- Assist in defining software development project plans, including scoping, scheduling, and implementation.--- Research, identify, analyze, and fulfill requirements of all internal and external program users.--- Conduct research on emerging application development software products, languages, and standards in support of procurement and development efforts.--- Recommend, schedule, and perform software improvements and upgrades.--- Design, run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging.--- Administer critical analysis of test results and deliver solutions to problem areas.--- Manage and/or provide guidance to junior team membersCapabilities--- Knowledge of: Specific current programming language(s): C++, Java, Jscript, SQL, Visual Basic and other ma languagesKnowledge of MS Excel and Access.--- Ability to recognize and resolve system-related problems.--- Ability to work independently and make necessary decisions throughout the systems process within department guidelines.--- Ability to perform multiple tasks concurrently and respond to urgent situations effectively.--- Ability to communicate technical and complex information both orally and in writingWorking with Department of Defense, Defense Health Agency and/or General Fund Enterprise Business System (GFEBS).--- Experience in designing, implementing, and/ or managing DoD or USG awardsSupervisory Responsibility None required for this position Work Environment This job operates in a professional office environmentThis role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machinesPhysical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.--- Must be able to remain in a stationary position 75% of the time.--- Occasionally moves about inside the office to access file cabinets, office machinery, etc.--- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.--- Expresses or exchanges ideas by means of the spoken wordThose activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.--- Frequently moves standard office equipment up to 25 pounds.--- Must be able to work indoor conditions 90% of the timeWhile performing the duties of this job, the employee is regularly required to talk or hearThe employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and armsPosition Type/Expected Hours of Work This is a full-time positionTypical days and hours of work are Monday through Friday, 8:00 a.mto 5:00 p.mEvening and weekend hours required, as required by business needTravel Travel is primarily local during the business day, although some out of the area travel and overnight may be expected Experience--- Experience in systems design, programming and/or systems software and supportEducation--- Bachelor's Degree in computer- related disciplineRelevant experience may substitute for the degree requirement on a year-for-year basisAdditional Eligibility Qualifications None for this position Security Clearance Ability to obtain an Moderate Risk Public Trust AAP/EEO Statement All Native Group is an equal opportunity employerAll applicants are considered without regard to age, sex, race, national origin, religion, marital status or physical disabilityHowever, preference may be extended to persons of Indian descent in accordance with applicable lawsOther Duties Please note this job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee for this jobDuties, responsibilities and activities may change at any time with or without notice.
