Job Posting End Date: Until Filled Shift: 1st Security Clearance: No Clearance SUMMARY The Program Manager position is required by each new construction program of extended duration (at least 2 years) with an expected sales value of at least $300,000,000. The position objectives require the assigned individual to administer contracts by managing program costs, schedules, product performance, and contract/specification compliance. Position requires the management of all resources, materials, and manpower required to support the assigned new construction program. The Program Manager is assigned by, and vested with the authority of the President to manage the successful accomplishment of a new construction program. The Program Manager reports to the Vice President Programs. The Program Manager is required to develop and effectively manage relationships with senior executives from external organizations including, but not limited to US Government civilian and military personnel, commercial ship owners and ship operating companies, sub-contractors and suppliers, classification societies, and regulatory agencies. ESSENTIAL FUNCTIONS AND DUTIES Planning, organizing, directing, and controlling all tasks and activities to achieve Program objectives. Approving critical Program decisions concerning organizational and operating policy, including cost and cost estimating; schedules; product performance, quality and reliability; commitment of resources; Program task definitions and assignments; trade-offs involving time, cost and performance; safety; performance to contract commitments; and total program integration. Ultimate program level responsibility for program performance, including cost, schedule, product performance, and contract compliance. Responsible for authorization of all changes to program objectives and/or performance targets. Representing NASSCO to the Customer and serving as the Customer's point of contact with the Company for all Program matters. Ensuring program issues are properly communicated and effectively resolved in a timely and cost-effective manner Responsible for the content and accuracy of program correspondence between the NASSCO and the Customer. Responsible for ensuring appropriate NASSCO action and response to incoming program correspondence. SKILLS AND QUALIFICATIONS Extensive experience in program management and knowledge of General contract administration and/or US Government contract law and the Federal Acquisition Regulations Technical and operational Knowledge of shipboard systems, including power and propulsion, auxiliary machinery, damage control, fire fighting, navigation, and electronics. Project planning, management, and control. Knowledge of Navy, Military Sealift Command, Maritime and Industrial Trade Practices, OSHA Working rules, and Environmental rules and regulations. Exceptional people skills. Ability to get cooperation from Trades Personnel, Navy and MSC Personnel, Commercial customers, Subcontractor Personnel and the Supervisor of Ships Surveyor Personnel in often very trying and stressful situations. Must have the ability to work under these conditions and still maintain a professional and courteous demeanor. Ability to represent NASSCO’s position on various productions, contractual and technical matters in a professional, courteous, yet assertive manner. Actively participates in implementing and monitoring continuous improvement initiatives to improve safety, improve quality, reduce cycle time, and reduce costs. PHYSICAL DEMANDS Work occurs in both an outdoor shipyard environment and in an office setting. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to focus. Regularly required to sit, use hands and fingers, operate computer keyboard and controls, and communicate verbally and in writing. Requires ability to commute physically to various areas of the shipyard including but not limited to shipboard activities. Must be capable of ascending/descending stairs or ladders, walking on uneven surfaces, and transiting through manholes and other confined, congested spaces. Physical dexterity must allow for bending and reaching. Must remain alert and comply with all safety requirements. While performing the duties of this position, the employee is exposed occasionally to dust, fumes, and smoke. Must be able to spend up to 50% of time in an outdoor shipyard environment in all climates. The noise level is relatively low to moderate in office environments. The noise level in the outdoor shipyard production environment is moderate to noisy 70% of time which may include sirens, horns, chipping, and hammering . ACCOUNTABILITY The Program Manager is accountable to the Vice President of Programs and to the NASSCO President, for Program performance and profitability. Pay Scale $155,200 - $208,200 This pay range is a reasonable estimate of the salary range for this role. It takes into account the wide range of factors considered in making compensation decisions; including but not limited to skill sets, experience, training, and education.
