Committed to the 'Housing First' philosophy, Solid Ground moves people out of homelessness and into housing first, then provides person-centered, holistic support and services essential for long-term stability. We currently operate eight supportive housing programs throughout Ramsey and Washington Counties housing over 500 women, men and children annually. Our mission is to prevent and end homelessness for families with children in the communities we serve through housing, resources, and opportunity. Our core values include: Person-Centered, Equity & Inclusion, Integrity, Community POSITION OVERVIEW The Program Manager is responsible to supervise staff and services of our Homework Starts With Home scattered site housing programs, which assist families experiencing or at imminent risk homelessness in regaining stability and self-reliance through education, employment, improved health and community resources. RESPONSIBILITIES AND DUTIES Supervise direct service staff for the Homework Starts With Home program Direct tenant selection procedures that ensure a utilization rate of 90+%. Develop Homework Starts with Home programs/services and manage Homework Starts with Home housing programs to ensure quality services to program participants. In partnership with Homework Starts with Home Community Partners, oversee contract/funding sources to recruit eligible families for scattered site housing and homeless prevention services. Review eligibility documentation and approve or deny all applicants for housing in Homework starts with Home scattered site with Housing Navigator Oversee Landlord recruitment and engagement Oversee Homework Starts with Home Parent/Student Advisory Council Oversee staff coordination of applications, inspections and lease-up with community landlords Coordinate services with Volunteer Program Manager to offer meaningful, participant-driven activities for Homework Starts with Home participants and families. Stay abreast of best practices and issues affecting supportive housing and the participant populations served to create and/or enhance programs and delivery of services to better meet the needs of families. Provide work direction to direct-service staff to ensure quality service delivery to participants to support the agency mission. Facilitate biweekly Case Review meetings with Homework Starts with Home staff to discuss participant progress, intervention strategies and programmatic and systemic issues. Regularly review participant assessments, goal plans and case files in Apricot of all Solid Ground participants to ensure timely and accurate documentation of services. Oversee crisis intervention and termination of services, as appropriate, for all Solid Ground Homework Start with Home program participants. Establish and clearly communicate performance expectations and ensure effective delegation. Provide ongoing coaching, training, support and an atmosphere for open communication. Conduct timely performance reviews. Interview and participate in selecting qualified applicants to fill job vacancies. Evaluate agency programs to ensure achievement of stated outcomes. Review Homeless Management Information System (HMIS) entry and exit forms Collect, analyze and report program services and outcomes for internal and external sources in a timely manner. Oversee staff coordination of applications, move-ins/move-outs and administration of rental assistance for all program units. Be available to problem-solve participant and landlord issues Participate in Agency and Program Management team meetings Ensure that staff maintain timely and accurate participant files Review Apricot files, HMIS reports and participant outcomes to ensure accuracy of data Compile statistics needed for reports to funders and agency SKILLS AND QUALIFICATIONS Minimum Education and Experience Bachelor's degree in human services, social work or related field, plus at least three years of supervisory experience in a social services agency; or a combination of education and experiencing providing equivalent knowledge. LSW or MSW preferred. Experience with Microsoft Office required Experience with electronic medical records preferred Must have a valid driver's license, reliable transportation, satisfactory driving record and adequate insurance to drive on company business Knowledge, Skills and Abilities Understanding and commitment to 'Housing First' philosophy and Trauma Informed practice are essential to this position. Knowledge of commitment to advancing diversity, equity and inclusion. Ability to effectively communicate and work with diverse populations to encourage full participation in Solid Ground. Ability to use computer and other technical resources to effectively accomplish work. Knowledge and understanding of poverty, domestic violence, mental illness, chemical dependency, affordable housing and other issues affecting program participants to ensure that programs and services are designed to meet participants' needs. Knowledge and understanding of tenant-landlord laws and best practices in supportive housing. Knowledge of rules and regulations of MN Housing and the other relevant contract/funding sources regarding participant eligibility and allowable costs. Knowledge of program evaluation tools and techniques in the social services field Skilled in supervising and coaching staff using positive and effective feedback Ability to utilize staff member's strengths to motivate and encourage effective outcomes Skill in use of computerized database for identifying and tracking participant demographics and related information. Ability to model behavior consistent with the agency mission. Ability to manage multiple priorities to ensure work is completed in a timely and effective manner. Ability to communicate effectively and persuasively in oral and written communication on an interpersonal and group level. Ability to prepare for and facilitate effective meetings. Ability to apply knowledge of program participants' issues and needs to create and/or enhance programs and delivery of agency services. Ability to work respectfully as a team player. Skilled in motivational interviewing, Knowledge of laws governing rental housing and the ability to locate affordable housing for program participants. Knowledge of community resources or ability to learn area resources. Skill in crisis intervention and trauma informed care. Working Conditions Ability to travel to various locations for day and evening meetings and events. Ability to work in an environment which requires the use of a computer, telephone, and 10-key; ability to perform repetitive motion of the fingers, hands, and wrists. Ability to work in a hybrid office of minimum of 1 to 2 days in the office located in White Bear Lake Ability to climb two flights of stairs. Solid Ground is an Equal Opportunity Employer.
