Overview Devis is currently seeking a Product Owner to join our team in supporting the Bureau of Population, Refugees, and Migration (PRM) Refugee Processing Center (RPC) in Rosslyn, VA. This position is hybrid with onsite work required at least one day a week. The Product Owner is responsible for overseeing the development and management of software applications critical to the mission of the United States Refugee Admissions Program (USRAP). The ideal candidate will possess a strong background in case management, project management, and business analysis, with extensive experience in Agile team and IT system management. They will work closely with various stakeholders, including international organizations, NGOs, federal agencies, and national security entities, to provide technical advice, support, and advocacy for the development and deployment of the RPC START refugee case management system application. Responsibilities Collaborate with the Bureau of Population, Refugees, and Migration (PRM) and its partners to ensure alignment with industry best practices in product management. Provide technical advice on software application design, development, and direction. Offer subject matter expertise in refugee processing procedures, administration, and operations. Collaborate across teams to translate requirements from clients and stakeholders into Product Backlog items and technical stories for development. Analyze reports, records, and directives to obtain data necessary for planning refugee operations activities. Provide guidance, resolve problems, and prepare schedules to ensure timely completion of work. Define user experience and product features clearly. Support the development of Release Plan in coordination with PRM. Facilitate or participate in various development milestones and meetings, including Release Planning, Stakeholder Meetings, Daily Standups, Backlog Grooming Sessions, Sprint Planning, Sprint Demo, and Sprint Retrospective. Works with various federal colleagues and RPC workstream leads to establish, build, and manage plans to execute on strategic development initiatives related to the various refugee processes managed at the RPC. Required Skills and Qualifications Minimum of 10 years of professional experience encompassing case management, project management, and business analysis; 1 year of experience working for a Federal agency, experience as a Product Owner for a federal organization, and experience with overseas users preferred. Minimum 5 years of experience utilizing complex IT systems as an end user. Demonstrated experience in analyzing and recommending policy, providing business and policy input to IT teams, and collaborating with international organizations, NGOs, or federal agencies, including national security entities. Strong communication and interpersonal skills and ability to work effectively in a team environment. Proficiency in industry-recognized delivery methods such as Agile, Scrum, and Kanban. Demonstrated ability to mitigate risks and optimize costs in project management. Awareness of RPC, RSC, and other USRAP Partner system developments and initiatives. Familiarity with current RPC, RSC, and USRAP systems and processes is preferred. Clearance Requirements Must be a U.S. Citizen with a security clearance or the ability to obtain one. Education / Certifications Bachelor's degree in a relevant field with at least one IT or project management certification (e.g., Scrum Master, PMP).
