Compensation: $80,000 - $90,000 annually FLSA Status: Full-Time, Non-exemptPosition Summary Assists the Department Director in a wide variety of professional, technical, and administrative duties relative to current land use applications as well as long-range planning efforts. This position takes a lead role in the management of the land use application case load working mostly independently and exercising judgment and initiative, while providing some supervisory responsibilities. Consideration may be given to a combination of remote and in-office work. General Duties and Responsibilities Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Essential Functions Prepare staff reports and make presentations to the Planning Commission, Board of County Commission, various committees, and advisory boards as directed. Assist in compiling information of a variety of studies and reports, conduct office and field research of residential and commercial land uses, housing, open space, transportation, parking and zoning issues. Prepare or review legal notices and media reports and related duties and responsibilities as assigned. Research, collect, record, analyze, interpret, and summarize social, economic, population and land use data and trends; develop recommendations and prepare written reports on various planning matters and elements of the Comprehensive Plan. Review commercial, industrial, and residential development proposals, plans, and applications for compliance with appropriate regulations and policies. Inspect properties and structures for compliance with current County codes and regulations and identify corrective actions to be taken by owners with follow up inspections if required. Process applications for new major subdivisions, rezones, lot consolidations, minor subdivisions, variances, boundary line adjustments, conditional use permits, site plans, temporary use permits, special event permits, and sign permits. Confer with and advise architects, builders, attorneys, contractors, engineers, and the public regarding County development policies and standards while providing and clarifying information relative to zoning and Comprehensive Plan compliance. Negotiate with applicants regarding design options. May conduct participatory public engagement processes. Knowledge of: Principles and practices of urban planning and development. Site planning principles. Research and reporting methods, techniques and procedures. Methods of inclusive public engagement Microsoft Office, Outlook, PowerPoint, GIS Ability to: Interpret and apply pertinent Local, State and Federal laws, codes and regulations, including those governing urban planning, zoning, and land use. Consult and remain informed of current literature, information sources, and research techniques in the field of planning. Analyze and compile technical and statistical information and prepare reports. Understand and carry out oral and written directions. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Supervisory Responsibilities May exercise some technical and functional supervision over technical and clerical staff. Notice of Emergency/Disaster Responsibilities All Lake County Employees may be required to work as a Disaster Service Worker when a local declaration of emergency or disaster is declared by the Board of County Commissioners. To be prepared for this role, all employees and emergency service function (ESF) leads will attend emergency management trainings and exercises as requested by the Director of Emergency Management. With advanced notification from OEM, employees will make reasonable efforts to attend training events in coordination with other employees and supervisors. Requirements A bachelor’s degree from an accredited college or university with course work in urban planning, environmental planning, public or business administration, or a related field. Experience may be substituted for education. The ideal candidate will have at least 5 years’ of relative experience. Hazard Notice The majority of the duties are performed within an indoor environment. The incumbent may be exposed to some noise (electrical, mechanical, or human) on an occasional basis, and other related hazards associated with an office environment or public service desk serving a diverse clientele. Occasional work may be performed in an outdoor environment where conditions are variable and dependent on weather. Physical Activity & Work Environment Ability to conduct activities involving extensive sitting, substantial standing, daily reaching, occasional stepping onto short stepstools, daily kneeling/ bending. Ability to read print, and electronic print, in English. Ability to grasp and manipulate office equipment, to file paper, to shelve books and similar materials. Ability to participate in routine conversation and answer questions in person or via telephone and take/convey messages. Ability to distinguish telephone, printer, computer, and other auditory tones. Ability to lift and/or carry and push/pull burdens weighing up to 30 lbs. on an occasional basis. Ability to distinguish small objects at near and far distances in conditions of bright and low light.
