Project Overview: The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities. Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors. Job Summary: The Pipe Test Superintendent is responsible for supervising and directing operations within the pipe test discipline. Supervises and directs pipe test craft, subordinate supervisors, and others, as assigned. Ensures assigned construction performance is following specifications and within schedules and budgets. Must be willing to work a flexible schedule if required, including, but not limited to nightshift, split shift, or day shift. #LI-TH1 Major Responsibilities: Provide ES&H leadership to personnel assigned to the pipe test department. This includes preparation and implementation of safety procedures and leading Bechtel and subcontractor safety meetings. Support all activities related to Testing, Flushing, Hydrojetting, Borescoping, Blowing/Drying, Cleanliness and Restoration. Develop, create, review, approve and issue Pneumatic, Hydrostatic, Service and Visual test packages as directed by your Lead. Develop, create, review, approve and issue Pneumatic Test Safety Plans as directed by your Lead. Control and maintain master set of Test Package PIDs as directed by your Lead. Identify, purchase, implement control and track piping test material and test equipment. Conduct Pneumatic and hydrostatic pressure tests. Review and approve Inspection and Test Plans pertaining to Pipe Testing and Cleanliness. Strong technical knowledge of pipe hydrotest and pneumatic pipe test processes and work steps, including disassembly and reinstatement of pipe systems. Establishes procedures on testing of piping systems. Responsible for the development of pneumatic and hydrotest packages and responsible for verifying and witnessing acceptance of tests. Performs inspections of all piping work in progress on a continuing basis, witnesses tests, and completes final P&ID check prior to turnover. Inspect site for unsafe conditions and practices and take appropriate corrective action to correct breaches. Coordinate safety training and enforce safe work practices at all times in conjunction with the Environmental Safety and Health Supervisor. Champion the cause of ZERO Accident Philosophy. Ensure that Bechtel and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility. Monitor the activities of craft to ensure compliance with specifications and schedules. Responsible for the cost, schedule and optimization of craft labor and maintaining the 90 day and four week look ahead schedules for labor and equipment. Interface with Labor/Industrial Relations for craft recruitment and training programs. Review craft time records using established automated tools. Review and approve subcontractor equipment/personnel mobilization and demobilization. Responsible for implementing corporate project policies, procedures, and instructions within assigned electrical operations. Coordinate with the General Foreman to hire pipe test craft labor to execute work. Coordinate established area operational plans. Provide input to quantity tracking applications and report weekly installed quantities to Project Controls. Prepare material requisitions for tools and consumables and coordinate through Procurement to obtain these materials. Assist in performing construction testing as required. Prepare reports and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecasts. Plan the manpower and equipment required to execute the job. Perform other duties as required by Bechtel management. Education and Experience Requirements: University/B.S degree in Engineering or Construction Management plus 8 years of experience or 12 years of equivalent industry experience in-lieu of a degree. Required Knowledge, Skills, and Abilities: Strong technical knowledge of pipe hydrotest and pneumatic pipe test processes and work steps, including disassembly and reinstatement of pipe systems. Related construction site experience in Piping Pressure Testing, Drying, Hydro-jetting, Pigging, Blowing, Borescoping, Cleanliness and Restoration activities. Experience with bolt torque and tensioning processes. Knowledge of Universal Plant Viewer. Experience developing pneumatic and hydrotest packages in addition to verifying and witnessing acceptance of tests. Heavy industrial direct hire construction experience commensurate with the type of work to be undertaken Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is preferred. Demonstrated ability to motivate and lead team members effectively & positively in a collaborative team environment. Demonstrated ability to problem-solve in high pressure situations. Computer literate in word processing, spreadsheet, and database applications. Working knowledge of applicable industry codes and standards. Excellent communication and problem-solving ability Preferred Knowledge, Skills, and Abilities: Experience developing pneumatic and hydrotest packages in addition to verifying and witnessing acceptance of tests. Experience on an LNG construction site especially along the U.S. Gulf Coast. Understanding of applicable Bechtel work processes including Standard Work Process Procedures. Advanced knowledge of Project Bechtel Standard Applications (BSAPs) including Setroute, Unifier, Aconex, DSCS, PTR, Agile, Navisworks, and other automation tools which are used on Bechtel projects. Experience managing technical services subcontracts. Additional Information: Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site often in high heat and high humidity conditions, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
