The Cosumnes Community Services District is seeking two (2) full-time Park Maintenance Supervisors in the Park Operations and Golf Division. One position will be designated to the District's specialized irrigation crew. While assigned to the irrigation crew, the Park Maintenance Supervisor will be required to resolve complex irrigation/electrical related issues, monitor and program irrigation controllers, and oversee an irrigation parts inventory. The second position will be designated to the District's west sector crew and will have duties including; oversight of playground inspections and repairs, sports field renovations, and fleet maintenance. These positions may require candidates to work weekend shifts, holidays, and evening shifts. Park Maintenance Supervisors in the Park Operations Division are represented by Teamsters Local #853. Position Description Under general supervision, supervises and assists crew members in the day to day routine repair of parks, parkways, landscaped corridors and medians, golf course, swimming pools and recreational facilities. This position is used throughout the Parks and Recreation Department and may be assigned to the Park Operations Division. Functions and responsibilities expected to be performed may vary by area of assignment. Incumbents may be assigned to a specialization including but not limited to Irrigation Specialist, or Inspector of contracted landscaping activities. This position may work nights, weekends, and holidays.Park Maintenance Supervisors in the Park Operations Division are represented by Teamsters Local #853. Duties and Responsibilities The following duties are intended only as illustrations of the various types of work that may be performed. The omission of a specific statement on duties does not exclude them from the position if the work is similar, related or a logical assignment to the position. Each individual in the classification does not necessarily perform all the duties listed. Employees may perform other related duties at an equivalent level as required. Supervises and coordinates the day to day work assignments of a crew on assigned projects including planning, assigning, and reviewing work; recommends salary increases and discipline, conducts performance evaluations, and assists with selection and promotion procedures for assigned staff; Oversees and performs regularly scheduled inspections, maintenance and repairs in one or more Parks and/or maintenance activities. Responsibilities include, but are not limited to, Irrigation, Pools, Turf/Plant Fertilization, Herbicide/Pesticide Application, Tool and Equipment Inventory/Repair, drainage systems, Playgrounds, Graffiti and Vandalism, Alternative Sentencing, Landscape Maintenance Contracts, etc.; Conducts work tasks safely and in compliance with department safety standards and the CSD Injury and Illness Prevention Program; Plans and conducts staff meetings; instructs or trains other less experienced personnel on aspects of park and/or golf course maintenance as well as safe and proper handling of equipment utilized in the work; Provides input to the annual departmental budget; monitors and approves expenditures; Uses written and verbal instructions to assure prescribed work standards and procedures are met; Responds to emergency calls for repairs, particularly in instances which involve public safety; Responds to public inquiries and complaints; Monitors and inspects work performed by contractors to ensure compliance with contractual provisions and District standards; Responsible for equipment and supply procurements including receipt and payment of invoices for materials and supplies; Uses a computer to complete, maintain, and retrieve information on work assignments, keep records, prepare reports, and communicate electronically as necessary; Uses hand-operated and power-operated tools and equipment; Required to work a variety of shifts including, but not limited to, weekends, holidays and after hour emergency calls. Specialized assignments only: Irrigation and Inspector assignments have additional essential duties and responsibilities including, but not limited to the following: Works with and oversees the work of independent contracted landscape maintenance companies; Implements CSD policies, requirements, and specifications as set forth in contracts; Monitors compliance with plans and specifications related to landscape maintenance, new construction, irrigation and renovation projects; Conducts field inspections of landscaped areas; evaluates field problems; Plans and conducts meetings with contractors to discuss schedules, problems, and progress of contracted services as needed; Investigates and provides accurate, logical assessments and information to managers in regards to complaints or issues from the public or management. Qualifications Any equivalent combination of training and experience which provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. A typical way to obtain the knowledge and skills would be: Education and Training: Completion of thirty (30) units from an accredited college or university with major course work in business or public administration, contract management, horticulture practices, construction technology or other closely related field; Certain assignments may require certifications. When specified, the certifications must be obtained by time of appointment and must be retained throughout employment as a condition of employment. Certification as a playground inspector, pesticide applicator, pool operator, or other closely related license or certificate is desirable. Experience: Three (3) years of full-time experience performing the duties prescribed for the class of Sr. Park Maintenance Worker with the CSD; specialized assignments require two (2) of the three (3) years experience to include one or more of the following; performance of golf course maintenance and/or operations duties, irrigation installation and maintenance duties, or landscape contract administration duties; Or Five (5) years of full-time experience in the construction, maintenance, and repair of landscapes, grounds, parks, pools, golf course or a specialized trade that can be directly related to the essential duties and responsibilities prescribed for the class of Park Maintenance Supervisor. Special Requirements: Possession of, or the ability to obtain, First Aid and CPR/AED certification within the first thirty (30) days of employment; certification must be maintained through employment; Must possess a valid California class "C" driver's license, with a satisfactory driving record as determined by the District and maintain it throughout employment. Knowledge of: Design, terminology, principles, techniques, and materials used in the construction, maintenance and repair of landscaping including: horticulture, carpentry, masonry, plumbing, electrical, and concrete, irrigation systems and drainage systems. Safe and effective use of hand and power tools; Proficiencies with current methods, techniques, principles, and procedures used in the planning, organizing, scheduling, coordinating, and evaluating landscape maintenance, construction and repair projects; Principles and techniques of supervision, training, discipline, and performance evaluation; Pertinent Federal, State, and Local policies, codes, laws, and regulations affecting landscape construction; General principles and practices of budget preparation and expenditure control; Computer database programs, desktop publishing and word processing in currently used programs such as Microsoft Outlook, Word, and Excel; Basic operation of automated office machines including calculator, computer, keyboard, printers and other peripherals, copier, and fax machine; Basic arithmetic including addition, subtraction, multiplication and division; calculation of decimals, ratios, percentages and fractions; Depending upon assignment may be required to possess knowledge of basic methods, principals and techniques of contract administration. Ability to: Plan, assign, supervise, and review the work of other employees; provide clear instruction and guidance on a day to day basis; Analyze problems that arise; recommend and implement solutions; Effectively and tactfully communicate both orally and in writing with facility users, independent contractors, vendors, CSD personnel and the public; Proficiently operate computer programs such as those in the Microsoft Office Suite; learn and use District maintenance database software; Comprehend and prepare reports and forms such as accident and incident reports, inventory lists, e-mail, and calendars using a prescribed format and conforming to all rules of punctuation, grammar, diction and style; Properly operate hand and power tools, equipment and vehicles such as, but not limited to, car, pick-up, equipment trailer, mowers, tractors, tillers, skip loader, front-end loader and trencher; Identify and determine the nature of potential safety hazards and institute corrective courses of action; Recognize common plant diseases and insect pests; diagnose horticulture problems and recommend an effective course of action; Prepare and develop cost estimates related to work orders and various projects; Read, interpret, and apply information from blueprints or drawings related to construction documents, landscape plans and/or specifications; Depending upon assignment may be required to have the ability to apply administrative and technical knowledge to assure compliance with contracts; follow proper inspection techniques to examine workmanship and materials; detect deviations from plans, regulations, and standard construction practices. Mobility: occasional sitting and use of keyboard; frequent standing for long periods of time; frequent walking, standing, bending, stooping, squatting, kneeling, climbing ladders, crawling and twisting, while performing field work; frequent pushing, pulling or lifting objects up to fifty (50) pounds while performing maintenance and repairs, loading trucks with supplies and equipment, and assisting with the set up of special events; Vision: constant use of overall vision; occasional computer use; occasional color and depth vision; Dexterity: frequent repetitive motion; frequent writing and occasional typing; frequent grasping, holding and reaching; frequent operation of equipment such as, but not limited to, lawn mower, hedge trimmer, pressure washer, wire tracer, airless sprayer, irrigation controls, hand and power tools; Hearing/Talking: frequent hearing and talking in person and on the phone or radio; Emotional/Psychological: frequent decision making and concentration, frequent public and/or coworker contact; occasionally works alone; Driving: ability to use fine and gross motor coordination for driving a variety of vehicles and equipment such as, but not limited to, car, pick-up, equipment trailer, mowers, tractors, tillers, skip loader, front-end loader and trencher. Typical Working Conditions Work is performed in a typical outdoor environment on a year-round basis in various types of weather and temperature including seasonal conditions such as extreme weather conditions including heat, cold, and moisture. Frequent exposure to loud noise, vibration, dust, dirt, chemicals, fumes, and other environmental substances. Depending upon assignment this position may require travel each day to multiple sites in a CSD vehicle. Some work is accomplished in an indoor office setting.Supplemental Information THE PROCESS: Application Review (Pass/Fail): All applicants must complete and submit an application by the final filing deadline. Supplemental Screening: The district will review the responses to the supplemental questions of all candidates meeting the minimum qualifications. The most competitive candidates in the applicant pool will be selected to continue in the selection process. Oral Interview: All candidates who pass the application review will be invited to participate in an oral panel interview . Candidates with a passing score of 80% or higher will be ranked according to their score. Notification: Candidates who do not qualify for the will be notified of their status after completing the first interview phase. Selection Interview: The top 3 ranked candidates will be invited to participate in the selection interview. Conditional Offer: Candidates selected from the process receive a conditional offer of employment contingent upon the successful completion of the following: Reference Check: verification of work performance and employment history Background Check : A State of California, Department of Justice criminal background check; Driving Record: A State of California, DMV driving record printout will be required. Upon successful completion of the background check, candidates must complete the following before final appointment: Medical: A clear physical, drug, and tuberculosis screening will be required. Work Eligibility : The District participates in E-Verify to confirm authorization to work in the US. Failure to meet these pre-employment requirements will be grounds for withdrawal of the conditional offer of employment. Probationary Period: A probationary period of one (1) year is the final phase of the selection process. Benefits For Full-Time Employees: Full-time employees receive generous medical, dental, life, disability, and vision benefits. The District participates in the California Public Employees Retirement System (CalPERS). New members in the CalPERS system will receive a retirement formula of 2% at 62. Applicants who meet the CalPERS requirements for a "classic member" will receive a retirement formula of 2% at 55. All employees of the District participate in the Medicare portion of Social Security. Full-time employees receive generous vacation, holiday, and sick leave allowances.
