Agency Description The Managing Director's Office (MDO) is a cabinet-level office with oversight of the City's operating departments. The MDO works with these departments to: 1) Create and successfully enact new policies, 2) Deliver efficient, effective, and responsive public services, and 3) Implement the mayor's vision.The MDO oversees departments in five clusters: Community Services Criminal Justice and Public Safety General Services, Arts, and Events Health and Human Services Transportation, Infrastructure, and Sustainability The office also provides strategic oversight and support for thePhiladelphia Police Department,Philadelphia Fire Department,Department of Prisons,Department of Licenses and Inspections,Office of Emergency Management, Opioid Response Unit, andPolice Advisory Commission. This position will work closely with the Health and Human Services Cluster and the Opioid Response Unit. Job Description The Managing Director's Office has responsibility for managing high priority initiatives that cut across multiple City agencies and affect the lives of tens of thousands of the City's most vulnerable residents. As such, The Managing Director's Office houses the Opioid Response Unit ("ORU") which drives collaboration between the many agencies contributing to the City of Philadelphia's substance use work. This Project Manager position will work within the Opioid Response Unit to lead implementation work on key high-priority cross systems projects that focus on supporting opioid-related work in both the Kensington area and the wider Philadelphia community as well. Projects may include, but are not limited to, work on implementing the Tent and Structure Policy, development of alternative strategies to address quality of life issues citywide, coordination of the service-led encampment resolution process, coordination of special events to connect individuals with city resources, and other high priority projects, as needed.The Project Manager will report to the Deputy Director of the ORU and will work closely with subject matter experts in the partnering agencies to analyze and document needs and processes, develop work plans to address problems/opportunities, remediate troubled projects, and to ensure high-priority projects have detailed plans and are launched correctly and on time. Essential Functions Effectively lead and support multi-agency project teams to enable team to achieve project outcomes. Successfully coordinate detailed logistics with multiple stakeholders across departments, quick moving timelines, and operational complexity. Assemble project teams, identify needed resources, assign responsibilities, and develop timeframes to facilitate successful completion of project activities and deliverables, with significant time devoted to encampment resolution. Actively manage tasks and team members' work to ensure project requirements are achieved in a timely fashion and within budget guidelines, including tracking key project milestones. Quickly address problems that arise and make recommendations regarding adjustments to leadership as needed. Monitor and manage project costs and ensure delivery within budgetary guidelines. Convene and chair project meetings with internal stakeholders and external partners, and document meeting minutes. Prepare status reports, status summaries and dashboards for presentation to mid and senior level management. Complete tasks in a fast-paced environment Perform cost/benefit analysis and develop options for leadership decision making. Coordinate special events aimed at advancing quality of life, such as social service resource fairs. Competencies, Knowledge, Skills and Abilities Ability to think strategically and to lead multiple projects on tight timeframes with excellent attention to detail; Ability to work collaboratively and effectively with employees at all levels of the partner organizations as well as external entities as needed; Ability to demonstrate leadership qualities such as conflict/issue resolution, the ability to define and resolve complex issues; Strong written and verbal communication skills and the ability to create and present project reports and to communicate effectively with stakeholders and senior leadership; Comfortability working with underserved populations; Flexibility with respect to location of working environment; Strong analytical skills and knowledge of the principles of project management and budgeting; and, Strong operation and logistics planning and implementation skills. Qualifications Completion of a Bachelor's degree program at an accredited college or university with course work in Social Work( Policy), Planning, other Social Science, and/or other relevant fields, OR commensurate experience. Five or more years of work experience in homeless systems, behavioral health systems, including substance use treatment services, emergency management, public safety, operations or other relevant systems Two or more years of project management experience managing multiple, large, cross-functional teams or projects. Additional Information Salary- $50,000 - $60,000 Successful candidate must be a City resident within six months of hire.
