The Older Adult Re-Entry Unit (“OAR”) Program Manager will be responsible for managing and overseeing Older Adult services, programming, and re-entry planning for incarcerated individuals over the age of 55 who are housed in a specialized treatment unit at the Middlesex Jail & House of Correction. As a member of the Program Services Department, this position falls under the Assistant Superintendent of Program Services and reports directly to the Chief of Treatment and Re-Entry Services. The applicant must be able to work a flexible schedule to meet the needs of a newly created program. This is an exempt, full time, at-will employment position. Additional responsibilities include, but are not limited to, the following: Planning, developing, and implementing programming for incarcerated older adults (55+). Overseeing all activities for older adults assigned to the OAR Program. Managing individual treatment plans and maintaining comprehensive participant files. Tracking ISP compliance for classification purposes and recidivism analysis. Coordinating, planning, and organizing special events for the OAR Program. Promoting and maintaining a monthly guest speaker series. Leading on-unit group treatment sessions. Filing monthly, quarterly, and annual statistical and narrative reports as required. Reporting outreach efforts and applicable data regarding OAR clients post release. Evaluating grant proposals, contracts, and RFPs. Implementing, managing, and complying with oversight provisions of grants and contracts. Recruiting, assessing, and interviewing candidates from other facilities throughout the state for program participation. Representing the MSO at specialized courts, when needed. Supervising a unit case manager, student interns, contracted vendors, and unit volunteers. Evaluating, on an annual basis, program activities and implementing modifications as required. Preparing a preliminary budget forecast for the OAR Program. Serving as liaison with probation, parole, and other criminal justice partners. Recruiting, selecting, training, scheduling, and evaluating (as appropriate) program vendors, volunteers, and staff. Maintaining and developing comprehensive partnerships with community-based organizations and governmental agencies, including Elder Protective Services and Elder Legal Services. Attending and presenting at meetings and conferences as directed. Developing and facilitating a post-release support group for former program participants. Working closely with the Public Information Officer (PIO) to coordinate special guests, media coverage, and housing unit tours. Coordinating with Family Support Service Unit staff to address family issues and needs in preparation for reentry. Participating in multi-disciplinary meetings and discharge meetings with other correctional staff. Providing support services, facilitating treatment, and locating transitional programs for older adults re-entering the community. Performing and/or assist in other duties as required by the Assistant Superintendent of Program Services or designee. Working Conditions: This position requires: Direct contact with inmates/detainees in a secure correctional setting. Standing and walking for prolonged periods of time. Possible exposure to adverse weather conditions. Possible need to lift and/or carry heavy objects up to 100 pounds. May encounter verbal and physical abuse from offenders while working in a correctional facility and will be required to interact with people who are under physical and/or emotional stress. The individual selected for the position of the OAR Program Manager shall be cognizant of the confidential and sensitive nature of working in a law enforcement agency . Qualifications: Bachelor’s Degree in a Human Services field required; Master’s Degree and prior experience working in a correctional setting are preferred. Familiarity with the unique needs and challenges of the older adult population, especially those who are justice involved; Knowledge of Microsoft Word, Excel, and Access is also preferred. Strong written, communication, organizational and time-management skills. Ability to keep accurate records and generate timely reports. Three (3) years of documented experience working with older adults; Strong knowledge/access to services/benefits available to incarcerated older adults from community-based organizations, as well as state and federal agencies; Ability to work well in a multi-disciplinary team setting; Must have own transportation. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire. Must have an active valid driver’s license and the right to legally operate a motor vehicle in Massachusetts. Must also pass a criminal background check and successfully complete a one (1) year probationary period. Salary: Starting annual base salary $91,062.44 plus additional compensation.
