Description:

MINIMUM QUALIFICATIONS REQUIRED: High School Diploma or GED Certificate Bachelor's Degree in Engineering 5 years of engineering experience. Previous experience and/or training that includes natural gas distribution/transmission, measurement and pressure regulation, and construction. Knowledge of DOT part 192. Professional Engineers license preferred. Requires a Valid Driver's License (subject to motor vehicle review) JOB RESPONSIBILITIES AND PERFORMANCE OBJECTIVES Performs a full-range of professional engineering work related to the design and operation of the NTUA's natural gas system, and acts as the NTUA's technical expert in the field. Directs and reviews work performed by lower-level professional and paraprofessional engineers in the design and drafting of gas systems plans. Assignments are broad in scope and require the use of independent judgment and initiative in making technical decisions of considerable difficulty. Prepares and oversees special reports in response to internal and external requests or management. Collects and organizes data for reliable analysis, management review, research purposes and/or reporting requirements. Reviews requests for natural gas services. Completes or oversees feasibility studies to determine meter size, system capabilities, and safety requirements. Provides information to homeowners, developers, architects, engineers, and the general public on matters relating to the gas system and costs to provide service. Performs complex research and analysis to: understands system design & material characteristics, operating conditions and environment, and maintenance and operating history; identifies existing and potential threats; evaluates and ranks risks; identifies and implements measures to address risks; measures IMP performance, monitors results, and evaluates effectiveness. Establishes and maintains effective working relationships with NTUA personnel, private engineers, utility owners, developers, and property owners. Ensures Company policies and procedures are followed. Maintains records on all group activity and provide reports as necessary on group work. Prepares risk assessments and mitigation planning. Performs administrative field duties and instructing and mentoring others in department policies. Performs project management duties including coordinating and facilitating the system, planning, development, and replacement programs for replacement projects and gas system improvement projects. Works with engineering staff to approve gas system extensions, replacements, operating pressures, and associated timelines to ensure system integrity and overall service availability to customers. Represents the Navajo Tribal Utility Authority in meetings with professional organizations, other utilities, and county, state, and federal regulatory agencies. Keeps leadership and other departments informed of status of program activities by attending meetings and submitting reports. Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations.
