Illinois National Guard members currently serving should provide a memo from their command showing dates and status. Retired/inactive members should provide their NGB22 and/or DD214. Essential Function 1 35% Supervises and directs the production of the maintenance personnel on the South Maintenance Team as well as their assigned projects, functions, and work assignments within their daily operations. Ensures that all projects are managed with efficiency and completed in a timely manner. Reviews construction projects for potential problems and recommends reasonable, feasible, and fiscally attainable solutions. Implements departmental safety rules, practices, and policies, and provides the training and direction needed to ensure staff compliance. Constructs, rebuilds, and repairs facilities and facilities maintenance equipment including various wood and metal structures found on the primases within the South Maintenance Team area. Essential Function 2 30% Supervises, inspects, and maintains a full preventative maintenance program for facilities within the South Maintenance Team area, but not limited to, HVAC systems, plumbing and electrical systems, masonry, carpentry, as well as all assigned tools and equipment. Determines work priorities and establishes schedules for the maintenance and repair of the facility performing daily inspections to determine status and compliance. Essential Function 3 15% Performs a variety of skilled building preventative maintenance tasks to doors, windows, roofs, and other building components, performs minor plumbing repairs. Performs skilled maintenance and repair of mechanical and electrical systems. Coordinates emergency repairs and large complex projects. Troubleshoots and corrects defective switches, receptacles, ballasts, and other types of minor wiring below journeyman level. Assists staff in lawn maintenance and snow removal when needed; assists in floor maintenance, and related laborer duties. Assists journeymen trade’s personnel in tasks requiring additional support. Responds to emergency situations as required and in a timely manner. Essential Function 4 10% Prepares and submits requisitions for supplies and equipment. Prepares and submits vouchers for the items received. Maintains an inventory of all necessary equipment and commodities. Prepares time and attendance and maintains site files relevant to job related information of assigned personnel. Completes performance evaluations for assigned staff and initiates disciplinary action when required. Essential Function 5 5% Reviews and makes recommendations to the Facility Manager on repair and maintenance work to be performed by outside vendors. Essential Function 6 5% Performs additional duties as required or assigned, which are reasonably associated within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of 4 years of high school. Requires 1 year experience in performing a variety of semi-skilled manual tasks in the maintenance of buildings and associated grounds. Requires 1 year experience in the repair and operation of electrical systems. Requires knowledge of mechanical building trades, maintenance materials, and construction trades. Requires skill in the use of tools and the ability to perform semi-skilled manual work. Requires knowledge and minimum of 1 year experience in the operation of heavy equipment to include but not limited to: tractors, mowers, scoop loader, forklift, backhoe, and snowplow. Requires the ability to follow oral and written instructions including blueprints and other diagrams. Preferred Qualifications 1. Prefers common understanding and basic experience using elementary computer software. 2. Prefers the ability to instruct and direct unskilled workers. 3. Prefers the ability to use power tools, operate heavy equipment and perform semi-skilled manual work in a safe manner. Employment Condition 1. Requires active or retired (20 years) membership in the Illinois National Guard or retired (minimum 20 years) US Armed forces, if last duty assignment was with the Illinois National Guard. 2. Requires the ability to pass a DoD background investigation and obtain a DoD Common Access Card (CAC) prior to hire or transfer. 3. Requires statewide travel as part of a Maintenance Team within the normal workday hours. 4. Requires basic computer proficiency with Microsoft products. 5. Requires the ability to lift and carry heavy boxes, supplies, furniture, and equipment more than 80 lbs. 6. Requires being on feet for long periods of time; the ability to climb stairs and ladders. 7. Requires being on hands and knees for extended periods of time. 8. Requires the ability to withstand extreme temperature changes. 9. Requires exposure to a variety of chemical cleaning agents. 10. Requires a valid driver’s license in the appropriate classification as required by law.
