Description SAIC is seeking a Mid-Level Finance Analyst to provide support to the Office of the Under Secretary of Research and Engineering (OUSD(R&E)) with all phases of the DoD Planning, Programming, Budgeting and Execution (PPBE) process, meeting all OSD mandated timelines for submission of PPBE related documentsCandidates will :--- Assist OUSD( R&E ) in developing the Program Objectives Memorandum and Budget Estimate Submission for R&E, manage internal R&E budget reviews and change/budget proposals; manage and review budget submission entries in Excel and the applicable databases; and develop and review detailed budget justification material (R-Forms, P-Forms, etc.) .--- Prepare analysis and evaluation of the effectiveness of programs and operations, and analyze financial and budgetary trends.--- Prepare documents and briefings for review and use by DoD senior leadership.--- Review statement of work and required funding documentation for approved R&E projects.--- Monitor and support DoD program execution, including submission of required documentation for release of funding; follow up on distribution of funding, monitoring of obligation and disbursement rates for funded projects, and documentation of annual expenditures.--- Assist in preparation of required documentation to support the DoD PPBE process, to include but not limited to Research and Development Descriptive Summary (R1-R4), Program and Budget Issue Papers, and Support documentation for Program Decision Memorandum.--- Prepare and participate in Mid-Year reviews and other PPBE meetings as required.--- Assist R&E in identifying baseline financial processes and design target financial and business processes and procedures.--- Process financial and budgetary actions in the Defense Agencies Initiative (DAI) system and other associated databases.--- Assist in preparing audit readiness preparing associated documentation.--- Execute and follow-up on all budgetary data calls Qualifications Required--- Education: A bachelor's degree from an accredited college or university in accounting, business management, or finance A minimum of six (6) years of specialized experience , including military budget experience , may be substituted in lieu of specific educational requirements .--- Secret Clearance Minimum Desired--- Experience with acquisition and PPBE process at the DoD and/or Service component Headquarters level.--- Knowledge of funding execution processes, DoD organization and structure - particularly R&D structure of OSD, Services , and Combatant Commands - is preferredSAIC accepts applications on an ongoing basis and there is no deadlineCovid Policy: SAIC does not require COVID-19 vaccinations or boostersCustomer site vaccination requirements must be followed when work is performed at a customer site.
