JOB SUMMARY: Under the direction of the City Administrator, plans and manages the development, implementation, and administration of communication and marketing for the City and Economic Development Corporation (EDC), with both internal and external stakeholders. This includes, but is not limited to: participating in the design and execution of City-sponsored special events; soliciting and managing sponsorships; and the creation and design of content for digital, social media, and print distribution. ORGANIZATIONAL RELATIONSHIPS: Uses tact, diplomacy, and a positive attitude in all internal and external communications, whether verbal or non-verbal, and other interactions with the public or other municipal employees. The candidate must be highly self-motivated, proactive, creative, organized, and a team player. ESSENTIAL JOB FUNCTIONS: Duties may include, but are not limited to, the following: Responsible for the coordination and planning of current and new special events, including, but not limited to: participate in the selection, procurement, and design of event site and placement; management of sponsorships through the design of packages, marketing to potential sponsors, managing the billing process, and providing support to sponsors at events; communicate with other City departments and organizations regarding staffing, health, public safety, signage, and other related needs/services; and research and identify entertainment. Responsible for the research and procurement of products, services, etc. within event and/or City budget. Manage staffing needs for events, including but not limited to: create and maintain relationships with area community groups and organizations for volunteer staff sourcing; analyze staffing needs for events; solicit, schedule, and manage City and volunteer staff during events. Create, design, write content , and source photographs for City and EDC website and social media platforms in consistency with brand compliance. Create, design, produce, and/or contract out the design for all City and EDC collateral materials, including but not limited to: website design, social media content, press releases, news articles, advertisements, brochures, fliers, posters, promotional items, etc. Manage the procurement of promotional items. Ensure consistent supply of promotional items at designated locations in the City, including park kiosks. Manage and design content to be displayed on the City's LED sign. Preview graphics before going live to certify the message is clear and regularly ensure content is up to date. Serves as an official City photographer/videographer; attends all events that need to be documented; edits photos/videos to share with public. Promotes and coordinates specific activities within a public education or community program, project, or initiative; prepares communications and marketing materials including news releases, flyers, schedules of events, pamphlets, brochures, ads, billboards, graphics, and posters in both English and Spanish.; oversees social media content; and oversees distribution of published materials. Represents the City at community meetings, civic organizations, and governmental groups; researches print and broadcast media insertions, compiles and distributes to stakeholders; prepares and presents presentations regarding communications program. Conducts surveys and research to monitor effectiveness of assigned communications programs; recommends program changes in response to results. This position is designated as "essential personnel" and is required to be available for immediate call-in due to any natural or manmade disaster, the City Administrator deems necessary. Support other City departments in the design of marketing materials and collateral needs. Responds to requests for information from the media or, if necessary, designates an appropriate spokesperson or information source. Supports the relationship between the City and the public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned. KNOWLEDGE, SKILLS & ABILITIES: Knowledge of event planning and execution. Knowledge of marketing practices, desktop publishing, social media platforms, presentations, and project management. Excellent oral, interpersonal, and written communication skills, including public speaking and presentations. Strong working knowledge of Microsoft Office and presentation software (i.e. Word, Excel, PowerPoint, Prezi, etc.). Working knowledge of Adobe Creative Suite (including PhotoShop, InDesign, etc.), website design/administration, and other creative design platforms (i.e. Canva, Animoto, Fimora, Ignite LED programming software, etc.). Knowledge of proposal development, project management, and budgeting. Ability to work well under pressure; prioritize effectively; exhibit appropriate decision making; and perform successfully in a dynamic, changing environment with professionalism, flexibility, and adaptability. Ability to utilize strong attention to detail; exhibit effective professional judgement through initiative and creative problem solving; and effective organization skills. Ability to work effectively in a team environment, and treat employees, co-workers, and customers with professionalism, courtesy, and respect. Ability to maintain strict confidentiality in all aspects of the job. Ability to adhere to all department and City policies and procedures. Physical Requirements: This position is subject to both indoor and outdoor settings. Outside environmental conditions include noise, heat, cold, and different atmospheric conditions. Be able to carry, hold, lift, push, and pull a minimum of 20 lbs. Position is subject to sitting, standing, reaching, walking, twisting, and kneeling to perform essential functions. Position Requirements: Must have valid Texas Driver's license and safe driving record. Must pass a pre-employment screening, background check and employment eligibility verifications. Available to work weekends, evenings, and holidays. QUALIFICATIONS: Bachelor's degree from an accredited college or university in Business, Management, Marketing, Communications, or a related field.
