Under general supervision, performs a variety of duties involved in overseeing and participating in the development, implementation, and coordination of marketing and community outreach activities within the District; provides direction for the planning and implementation of marketing and communications strategies; determines appropriate marketing channels, messaging, and promotional activities; enhances the visibility of the District through various media outlets and local partnerships; and performs related work as required.The primary objective of this position is to assist the Public Relations Manager in ensuring that the day-to-day tasks of the Communications team are completed in a timely and standardized manner. This includes project development and management, attending meetings related to assigned projects, scheduling projects, and moving them through the various stages of development. This role will oversee the District's digital media team to assess and allocate projects, manage workloads, ensure appropriate timelines are met, and review finished work products for quality. Additionally, the role will assist the Public Relations Manager in coordinating the District's press releases and media relations and will act as the primary backup during communication issues or events.Duties and Responsibilities Note: The following duties are intended only as illustrations of the various types of work that may be performed. Plans, develops, creates, coordinates, and implements targeted marketing strategies to promote revenue-generating programs and initiatives; analyzes competition and forecasts sales volume. Researches, plans, writes, and edits content for marketing materials, news releases, emails, websites, and social media for campaigns and events. Provides supervision, oversight, and guidance to assigned staff; directs, assigns, monitors, and reviews work activities; oversees quantity and quality of work and ensures adherence to established policies and procedures. Plans and develops specific campaign or project strategies to meet designated goals and objectives; develops and recommends creative ideas relevant to the District's strategic initiatives. Manages and provides oversight for creating, curating, and writing content for the District's social media channels, as well as monitoring and responding to citizen comments and questions. Oversees and leads the development of a variety of written materials for internal and external audiences, including presentations, newsletters, posts, customer communications, brochures, feature articles, media releases, and various other written materials; defines core messages, tone, and brand guidelines for consistent communication across multiple channels. Develops and implements outreach campaigns to engage the community and increase awareness of District services and programs; identifies target audiences, selects appropriate channels for outreach, and sets engagement goals. Establishes strategies to identify and meet key performance indicators; manages software for data tracking and analyzes data to ensure campaigns reach target audiences. Assesses current workflows, identifies efficiencies, and implements process improvements. Serves as a liaison between the District and the media, coordinating press releases, interviews, and other media interactions. Provides responsible customer service functions, including developing appropriate communication methods and techniques for ongoing community outreach activities, public education programs, and special projects. Creates and produces media that visually communicates District information or services in a manner that will appeal to the target audience; creates material under established time and budget constraints. Identifies training needs, designs training programs, and allocates resources for professional development. Performs communications audits to maintain consistency of presentation, accessibility, and optimal functionality. Performs related duties as required. Qualifications Any equivalent combination of education, training and experience which provides the required skills, knowledge, and abilities may be considered qualifying at the sole discretion of the District. A typical way to obtain the knowledge and skills would be: Education: Equivalent to a Bachelor's degree from an accredited college or university with major coursework in communications, marketing, public relations, public administration, or other related field. Experience: Three (3) years of increasingly responsible experience planning and executing marketing and/or public relations campaigns. Special Requirements: Must possess a valid California Driver's license. Knowledge of: Principles, practices, concepts, and techniques used in developing and executing marketing, public relations, and community outreach plans, programs, and strategies. Operations, services, and activities of a public information and community outreach program. Methods and techniques for creating effective marketing, media, and community outreach materials. Principles and practices of marketing program development and implementation. Industry trends and media practices as they apply to developing and carrying out public relations and marketing programs. Principles and practices of public administration, including budgeting, purchasing, and maintenance of public records. Research methods and analysis techniques. Effectively uses principles of written communication, graphical layout, and multimedia techniques. Strong oral communication skills, including public speaking and presentations. Operational characteristics of computer-aided graphic design software and programs: desktop publishing and word processing in currently used programs such as Microsoft and Adobe, Photoshop, Illustrator, In Design, and PowerPoint. Methods and techniques used in developing communications for internal and external audiences. Modern office practices, methods, and computer equipment and applications related to the work. Excellent writing skills and knowledge of English usage, grammar, spelling, vocabulary, and punctuation. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff. Ability to: Assist in developing effective customer outreach strategies and campaigns; work effectively with diverse groups of different ages and various socio-economic backgrounds. Recommend and implement goals and objectives for providing marketing and community outreach programs. Develop concepts and design specific methods and techniques to improve internal and external communications. Research, design, plan, and implement public information or educational campaigns. Identify target audiences and develop pertinent messages. Analyze and make sound recommendations on media relations, community outreach, and public affairs issues and assignments. Perform a variety of routine to complex duties in support of the development and production of various visual communication, graphic design, and print production materials. Understand the District's organization, operation, and services as necessary to assume assigned responsibilities. Interpret, explain, and apply pertinent federal, state, and local laws, codes, and regulations, as well as District policies and procedures. Prepare clear and effective narrative, informational, educational reports, correspondence, and other written material independently or from brief instructions. Collect, evaluate, and interpret information and data from multiple sources. Perform with a wide degree of creativity and innovative solutions to design and communications problems. Operate modern office equipment, including computer equipment and specialized software applications programs. Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Hold collaborators, vendors, and creative staff accountable for deadlines and commitments. Negotiate deadlines, timelines, and resources with tact and diplomacy. Successfully give and receive direction and feedback. Demonstrate initiative, attention to detail, and strong organizational skills. Physical Requirements: Mobility: Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various meeting sites; Vision: vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. Dexterity: This is primarily a sedentary office classification, although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Positions in this classification frequently lift and carry materials that typically weigh less than 20 pounds. Typical Working Conditions Work is typically performed in an office environment with some accomplished in an outdoor setting on a year-round basis in various types of weather and temperature, Incumbents may be exposed to noise, moisture, dust, vibrations and seasonal weather conditions such as heat and cold. Work may require travel to and from off-site locations throughout the District.Supplemental Information THE PROCESS: Application Review (Pass/Fail): All applicants must complete and submit an application by the final filing deadline. Applications will be reviewed for possession of minimum qualifications and evaluated according to the essential functions of the job and other needs of the position. Supplemental Questions: The supplemental questions are considered a part of the application process. All required questions must be completed before the application can be submitted. The supplemental questions will be used to evaluate the relevance, level, and progression of the applicant's education, training, and experience. Depending on the size of the applicant pool, the supplemental questions may be used as a part of the supplemental screening. Supplemental Screening: The district will review the responses to the supplemental questions of all candidates meeting the minimum qualifications. The most competitive candidates in the applicant pool will be selected to continue in the selection process. Oral Interview: All candidates who pass the application review will be invited to participate in an oral panel interview . Candidates with a passing score of 80% or higher will be ranked according to their score and placed on the Eligibility List. Notification: Candidates who do not qualify for the eligibility list will be notified of their status after completing the first interview phase. Candidates who are placed on the eligibility list will be notified of their ranking on the list. Selection Interview: When a vacancy opens, the top 3 ranked candidates will be invited to participate in the selection interview. Conditional Offer: Candidates selected from the process receive a conditional offer of employment contingent upon the successful completion of the following: Reference Check: verification of work performance and employment history Background Check : A State of California, Department of Justice criminal background check; Driving Record: A State of California, DMV driving record printout will be required. Upon successful completion of the background check, candidates must complete the following before final appointment: Medical: A clear physical, drug, and tuberculosis screening will be required. Work Eligibility : The District participates in E-Verify to confirm authorization to work in the US. Failure to meet these pre-employment requirements will be grounds for withdrawal of the conditional offer of employment. Probationary Period: A probationary period of one (1) year is the final phase of the selection process. Benefits For Full-Time Employees: Full-time employees receive generous medical, dental, life, disability, and vision benefits. The District participates in the California Public Employees Retirement System (CalPERS). New members in the CalPERS system will receive a retirement formula of 2% at 62. Applicants who meet the CalPERS requirements for a "classic member" will receive a retirement formula of 2% at 55. All employees of the District participate in the Medicare portion of Social Security. Full-time employees receive generous vacation, holiday, and sick leave allowances.
