The City of Georgetown is now accepting applications for the position of Manager of Water Utilities!!Position Overview:Assisting and reporting directly to the Director of Utilities and Public Works, the Manager of Water Utilities will dedicate a majority of time planning, directing, monitoring, managing and supervising the construction, renovation, operation, maintenance and administration of public utilities including the Water Treatment, Regional Wastewater Treatment, Water Distribution, Wastewater Collection, and Storm Water Collection System for the City. Directs the management of the Regional Wastewater Treatment facilities for the City and neighboring county and municipal jurisdictions.ESSENTIAL JOB FUNCTIONS AND EXPECTATIONS:Provides direct assistance to the Director of Utilities and Public Works, City Administrator, Mayor, and City Council in matters regarding various programs, issues, special utility, and public works projects.Ensures all organized programs and activities for the engineering department are in compliance with federal, state, and local laws and regulations.Conducts surveys with the City Engineer and creates work orders.Orders maintenance supplies, inputs inventory, and populates spreadsheets for review.Develops, administers, and conducts budget presentations and is responsible for the maintenance and growth of financial margins for multiple utility enterprise funds.Negotiates construction and renovation contracts with bulk utility customers.Handles administrative department requisitions and customer complaints.Supervises staff, directs, and inspects contractors work for quality and safety, and analyzes and interprets problems.Supervises and assists department staff in providing ongoing training and process improvements, interviews and selects new employees, handles employee problems, approves employee discipline and terminations, and recommends employee promotions, transfers, termination, and salary increases.Assists with situation management teamsIn consultation with the Finance Director, Director of Utilities and Public Works, and City Administrator, makes recommendations regarding rate/fee changes, and other issues.Utilizes a variety of computer software such as Microsoft Office, NewWorldSystems.net, ArcView GIS, etc.Effectively communicates with various internal and external groups and individuals.Attends meetings, trainings, conferences, seminars, etc. as appropriate to maintain knowledge of current legislation, trends and technology in public utilities operations and administration and public works construction.Plans and executes emergency utility operations and recovery plans.Attends City Council, Council Workshop, executive cabinet team meetings when needed.Attends and conducts departmental staff meetings; attends workshops and training sessions as appropriate; serves on special panels, boards, and/or committees.Develops and recommends short and long term capital improvement plans to maintain the City's infrastructure operating efficiently and cost effective.Performs other duties as assigned.QUALIFICATIONS AND REQUIREMENTS:Bachelor's degree with a minimum of six (6) years' experience in a supervisory engineering role, or an equivalent combination of education, training, and experience.Valid Water Distribution, Water Treatment Operator, Biological Wastewater Operator, and/or Wastewater Collection licenses; or ability to obtain within one (1) year of hire.Valid South Carolina Driver's License.Civil Engineering experience preferred.PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:Must be able to operate a variety of machines and equipment. Must be able to exert force to push, stoop, pull, kneel, climb, crawl, crouch, lift, reach, carry, or otherwise move objects. Work involves sitting, walking, or standing for periods of time.
