The incumbent is expected to devote such time and energy as is reasonably necessary to perform the duties and responsibilities of the position. Position may require further availability evenings, weekends, holidays and special events. SUMMARY: Under general direction, schedules, directs, coordinates and reviews the operation and maintenance of major wastewater interception, treatment and disposal system; plans, organizes, directs, and manages the work of all treatment plant operations and water systems personnel involved in the operation of water distribution, water treatment, wastewater treatment, wastewater collection processes, storm water collection; and performs work as required. Distinguishing Characteristics : Under the general direction of the Director of Admin Services, the individual in this class performs all the duties of Chief Plant Operator for the Wastewater Treatment Plant and is further responsible for planning, directing, and coordinating both operations and maintenance of the Dry Creek Rancheria / River Rock Casino water distribution, water treatment, wastewater treatment, wastewater collection processes, and storm water collection; manages any potential interception and outfall system. This class is distinguished from the Director of Admin Services in that the latter has full responsibility for all division activities and functions, including those related to engineering and technical support. The incumbent is responsible for the compliance of wastewater discharge ordinances and regulations, and laboratory services and performs managerial and "hands-on" activities under the general direction of the Director of Admin Services. ESSENTIAL DUTIES AND RESPONSIBILITIES : Plans, schedules, coordinates, directs, and reviews the work of supervisors and staff engaged in operating the Dry Creek Rancheria / River Rock Casino water treatment, wastewater treatment, wastewater collection, water distribution, and storm water collection systems in operating intercepting sewers, pumping plants, and in maintaining and repairing all facilities of the plant operations. Ensures compliance with state and federal water quality regulations regarding plant operations and maintenance. Supervises the selection and assignment of operating and maintenance personnel, including the preparation of work schedules. Plans and directs training programs for staff members to ensure utilization, retention and their professional development; ensures the maintenance of a safe work environment. Interprets management policies and procedures to subordinates and ensures that they are understood and followed; develops and implements work procedures and standards; provides for the evaluation of the work of plant operations and water systems staff and recommends disciplinary action when necessary. Prepares and administers the plant operations and water system's annual budget. Monitors industry advances in O&M procedures, equipment and techniques: oversees the development and implementation of system improvements to increase efficiencies and reduce costs. Provides for an extensive preventive maintenance program, which includes the regular inspection of all facilities. Represents the Plant Operations and Water Systems in design, construction, and modifications to the wastewater treatment process, water treatment process, water distribution systems, collection systems, and storm water collection systems; considers the technical advice and recommendations of engineering, laboratory and other technical staff members. Implements long-term strategic plans for wastewater treatment systems, water treatment systems, water distribution systems, collection systems, and storm water collection systems and participates in setting Plant Operations Division priorities. Develops and implements emergency plans in the event of equipment failure or unusual operating conditions. Prepares a variety of correspondence and periodic or special reports, often of a technical nature; ensures that records are maintained and reports prepared on the operation and maintenance of plant and related facilities. Represents the Plant Operations and Water Systems in meetings with representatives of other organization units, industries, governmental bodies, regulatory agencies, and professional and technical associations. Monitors advances in operating procedures and maintenance equipment and techniques; recommends improvements to the Plant Operations and Water Systems procedures. Communicates regularly with the Director of Admin Services on quality assurance and quality control issues. Assists in responding to, investigating, and resolving inquiries and complaints from the United States Environmental Protection Agency, customers, engineers, and contractors. Maintains confidentiality at all times. Performs other duties as assigned. SUPERVISORY RESPONSIBILITIES: Carries out supervisory responsibilities in accordance with policies. Responsibilities include interviewing, hiring, termination, planning, assigning and directing work, appraising performance, reward and disciplining employees, addressing complaints and resolving problems. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and ability required. Five years, specialized training in water and wastewater treatment or Environmental related field. Five years in the operation and maintenance of water treatment, wastewater treatment, collections, and distribution systems. Must be knowledgeable of the Dry Creek Rancheria / River Rock Casino type water treatment, wastewater treatment, wastewater collection, water distribution, and storm water collection systems and facilities. Read and interpret blue prints. Be able to use a computer, create spreadsheets, word documents, graphs, and appurtenances. Administrative principles and techniques, including, planning, scheduling and budgetary control functions; principles and practices of effective supervision; state and federal regulations pertaining to the work; pertinent safety practices; advanced methods of wastewater treatment and industrial waste disposal; and the operating principles, capacities and maintenance requirements of pumping plants, intercepting and outfall structures and related wastewater collection and disposal facilities. Effective management techniques with accountability for all outstanding projects, goals and timelines. Must have working knowledge of: basic chemistry and general laboratory practices and procedures. Must be familiar with safety practices and procedures related to the operation of water treatment, wastewater treatment, collection and water distribution systems. Plan, organize, schedule, control, and coordinate activities in a major operations and maintenance organization; effectively deal with employee relations, budget and other matters relating to administrative supervision of a major organizational unit; select and evaluate employees and effectively handle motivation, training, discipline, and complaint resolution functions; develop and implement preventive maintenance, training, and other ongoing programs related to the functions of the division; prepare clear, complete, and concise correspondence and technical reports; develop work standards and evaluate personnel needs; and establish and maintain effective working relationships and manage the activities of skilled and semi-skilled employees, read and write English, and communicate effectively to other employees and the public. Establish and maintain effective working relations with Tribal employees, Casino personnel, and the public; Must be able to use a standard office computer to create reports and make modifications to data base applications where necessary. Must be able to work independently. Must be able to get along with co-workers and work as a team. Must present a professional appearance at all times. Must be able to maintain a high degree of confidentiality with respect to all matters pertaining to the gaming enterprise business. EDUCATION: A High School diploma or equivalent (GED). AS or BS in Environmental Science, Earth Science, Biology, Natural Resources, Engineering preferred or Any combination of course work and training which would provide an opportunity to acquire the knowledge and abilities listed. Normally, academic course work in, Environmental Science, Earth Science, Biology, Natural Resources, Engineering or closely related courses would provide such opportunity. LANGUAGE SKILLS: Must be able to read, write, speak and understand English. Excellent oral and written communication skills are important to the successful conduct of this position. Ability to write accurate, grammatically correct, polished reports and business correspondence. Must be able to speak with the public in a professional manner. MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure-must. REASONING ABILITY: Ability to proactively streamline processes for company's return on investment. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions furnished in written, oral, diagram or schedule form. Ability to process detailed work and requests for information or assistance in a timely manner. Ability to apply regulatory and procedure doctrine, concepts, and policy to practical situations. LICENSES, CERTIFICATES, REGISTRATIONS: Valid Grade T3 Water Treatment Operator certificate issued by CADHS. Valid Grade D3 Water Distribution Operator certificate issued by the CADHS. Valid Grade III Wastewater Treatment Plant Operator certificate issued by the SWRCB with the ability to obtain a Grade IV Wastewater Treatment Plant Operator certificate issued by the SWRCB within one year of hire. California driver's license and an acceptable motor vehicle record. Must be able to obtain and maintain a gaming license from the Dry Creek Gaming Commission. PHYSICAL DEMANDS: Duties require sitting, standing, walking on level and slippery surfaces, reaching, kneeling, bending, stooping in the performance of daily duties. Duties also occasionally require both near and far vision, as well as color vision, while making visual inspections of the treatment process and monitoring gauges. Must be able to lift and carry sampling containers, tool boxes, pipes, valves, fittings, pumps, and other equipment and supplies weighing up to 50 pounds. Must be able to work in all weather conditions including hot/cold temperatures, rain, snow, etc. May be exposed to chlorine, hydrochloric acid and other chemicals which may cause eye and skin irritation. May be required to wear self-contained breathing equipment. The nature of the work being managed and inspected requires the incumbent to be exposed to raw and treated sewage. Must be able to climb ladders, enter confined spaces, drive motorized vehicles, and work around loud noises and mechanical hazards, and equipment that expose the employee to possible electrical hazards. Must have manual dexterity to operate a computer and other necessary office equipment. Must be able to bend, reach, stoop, kneel, twist and grip items. Must be able to respond to visual and audio cues. This is a fast paced, highly diverse work environment, and the position requires the ability to remain flexible and get along with all personality types.
