Position Summary The Manager of IS Operations is responsible for planning, organizing, maintaining, and managing staff and the stability of the Cooperative's Service Desk and IS infrastructure (to include: network & server infrastructure, datacenters, cloud infrastructure, data communications, and telecommunications systems). This position has significant responsibility for ensuring that infrastructure, including server, networking, and end-user solutions are aligned with the strategic objectives of the Cooperative, and enhance the Cooperative's ability to meet future growth. This is an active hands-on technical and management position, providing 24/7 technical support as needed for critical technical issues. Essential Job Functions Manage IS Department operational planning, including fostering innovation, planning projects, and organizing and negotiating the allocation of resources. Manage IS staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions. Manage the deployment, monitoring, maintenance, development, upgrade, and support of all IS systems, including servers, networking, PCs, operating systems, hardware, software, peripherals, and phone systems. Benchmark, analyze, report on, and make recommendations for the improvement and growth of the IT infrastructure. Participate in the execution of the overall Cyber Security Incident Response Plan (CSIRP) across the Cooperative that provides consistent cybersecurity incident response, follow up investigation, and determination of root cause. Works closely with Cybersecurity staff to remediate vulnerabilities and implement initiatives to mature TCEC's cybersecurity program. Progresses and maintains disaster recovery plans and implementations. Oversee provision of end-user services, including help desk and technical support services. Work with stakeholders to define business and systems requirements for new technology implementations. Direct research on potential technology solutions in support of procurement efforts. Manage financial aspects of the IS Department, including purchasing, budgeting, and budget review, including business justifications and cost/benefit analyses. Develop and implement all IS policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision. Negotiate and administer vendor, outsourcer, and consultant contracts and service agreements. Practice asset management for IS hardware, software, and equipment. Establish and maintain regular written and in-person communications with the organization's executives, department heads, and end users regarding pertinent IS activities. Plans, progresses, and leads implementations of the technology architecture and environment consistent with the Technology Strategy and roadmap. Evaluates and selects from existing and emerging technologies to best fit business and project needs. Participates in the annual budgeting processes, and management of department expenses. Advocates for applications to be sufficiently integrated to maximize the efficiency and effectiveness of company operations. Works collaboratively with colleagues and fosters a spirit of cooperation in the workplace. Manages and leads technical team responsible for firewalls, storage, servers, virtualization, and application/system integrations. Participates in hands-on administration of these areas. Coordinates, directs, or manages third parties for support, managed services, professional services. Acts as liaison between vendors, managed service providers, IS staff and system users to resolve enterprise infrastructure problems. Position Requirements Education Requirements Bachelor's degree in the field of Computer Science, Information Technology, or related field required. Equivalency may be demonstrated through a combination of training and progressively responsible experience that resulted in the required specialized knowledge and abilities to perform the assigned work in lieu of a degree. AND combined 7-10 years' advanced, hands-on, technical engineering and administration experience in infrastructure technologies that demonstrates working to in-depth knowledge across multiple areas. AND minimum of 2 years' experience leading or managing an Infrastructure & Service Desk high-performing teams with growing responsibility. On-prem and Cloud IS Infrastructure certifications preferred: VMWare Certified Professional (VCP-DCV & VCP-DTM) Microsoft Certified Solutions Expert (MCSE): Cloud Platform and Infrastructure Microsoft Certified Solutions Associate (MCSA) Microsoft Azure Administrator Associate Cisco Certified Network Associated (CCNA) Palo Alto Certified Network Security Administrator (PCNSA) Cyber Security certifications : Certified Information Systems Security Professional (CISSP) Project Management and Service Desk certifications preferred: Project Management Professional (PMP) ITIL 4 Foundation Knowledge and Skills Ability to organize and drive own and team's daily activities based on both broad and specific directives, with ability to meet multiple deadlines, and effectively handle multiple tasks. Demonstrated talent in understanding a Cooperative's business and ability to dive deeply into technology issues to align the IS strategy and roadmap to support the business goals. Demonstrated experience and temperament in leading and upgrading a complex, technologically blended environment that is a mix of legacy and newer cloud-based technologies. Demonstrated solid working knowledge of cybersecurity best practices. Ability and willingness to provide hands-on support (can do the work when called upon, not just manage the work) when needed but value and demonstrate leadership in mentoring and empowering others. Demonstrated experience in leading and managing teams through transformational periods; providing a strong change management voice where critical decisions that impact IS infrastructure requirements need to be considered Strong verbal/written communication skills with the ability to write policies, procedures, and processed. Be an action oriented, independent, self-starter comfortable working in a fast-paced environment. Proven ability to manage multiple, time-sensitive projects and competing priorities simultaneously with minimum guidance and high attention to detail Demonstrated ability to attract, develop, and retain high quality IS talent Strong understanding of human resource management principles, practices, and procedures. Strong leadership and excellent interpersonal skills. Relationships Reports to Director of IS Infrastructure & Cybersecurity Physical Demands (Scale: Rarely = Less than 5%, Occasionally = 5% - 25%, Frequently = More than 25%) Heavy lifting or moving of materials: Occasionally - Up to 15 pounds. Operates Office Machines: Frequently Standing: Rarely Walking: Rarely Awkward Position (stooping, bending etc.): Rarely Climbing Maximum: Rarely Eye-hand Coordination: Rarely Location: Indoor 99% of time, Outdoor 1% Work Conditions: Overtime, only as needed, including some nights, weekends, and holidays. On-call Support Manager responds to urgent escalated incidents and provides direction & support for infrastructure and cybersecurity engineers Sitting for extended periods of time. Dexterity of hands and fingers to operate a computer keyboard, mouse, power tools, and to handle other computer components. Occasional inspection of cables in floors and ceilings.
