Job Summary The Manager of Construction Change Orders will assist with the day-to-day operations and management of the Change Order group. The position will assist the Senior Manager of Construction Change Orders with the change order process by providing technical advice and support to staff and field personnel in the field of construction change orders, work directives, risk reallocations, construction quantity variances, time extensions and claims. The Manager of Change Orders will be responsible for supporting the Senior Manager of Construction Change Orders in the maintenance and updating of MBTA policies and procedures and ensuring that all change orders are being processed following MBTA Standard Specifications and MBTA Construction Contractor Change Order Manual. This position will report to the Senior Manager of Construction Change Orders and will supervise the Change Order staff. Duties & Responsibilities Assist with the day-to-day activities and management of the change order group personnel. Assist Project Managers and Senior Construction Management with complex change management situations including drafting responses to such claims. Monitor and disseminate pertinent construction industry claim trends. Review, analyze, and recommend necessary revisions to submitted Contractor change order cost, including pricing scope and Work Directive letters, CBA and prevailing wage rates, labor production indexes, materials, equipment, overhead, and profit factors for compliance with contract specifications and standard industry practice. Assist project staff in the review, analysis, negotiations, and resolution of change order issues and construction management claims. Attend job meetings as required. Develop and implement change order training programs for project staff as required. Develop reports for Senior Management on all aspects of the change management program. Coordinate the interface with MBTA IT Systems including e-Builder, Capital Management System (CMS), and PeopleSoft (FMIS). Develop and maintain a central filing system for change order toolbox resources, templates, and policy issue white papers. Assist with drafting and implementation of procedures and manuals to ensure that MBTA Change Order Guidelines and Standard Operating Procedures (SOPs) meet the requirements of respective contracts. Provide input into Work Directive Letters and Authorization Review Control Sheets (Form Exhibit 3-4), including monitoring order of magnitude (OME) independent cost estimates (ICE), and review for accuracy and completeness. Review contractor Change Order Requests, and assist/advise Project Office teams with determinations of change issue merit. Analyze contractor Change Order Requests for MBTA / FTA compliance and pricing reasonableness. Review and edit comprehensive descriptions of the contractor's changed scope of work to be performed. Respond to each inquiry, whether from a customer, vendor, contractor, or co-worker courteously and professionally. Uphold the rights, and interests of the Authority while building and maintaining an effective relationship with employees. Assist in the hiring and management of the Change Order workforce, ensuring the fair and consistent application and strict adherence to the rules, regulations collective bargaining agreements (if applicable), and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti- Retaliation policies. Perform related duties and projects as assigned. Additional responsibilities may include focus on one or more departments or locations. See applicable addendum for department or location specific functions. Supervision Will assist with the day-to-day operations and management of the Change Order group. Minimum Requirements & Qualifications A bachelor's degree in engineering, Construction Management, or Architecture Minimum Five (5) years of experience in contract management and/or administration including the preparation and review of change orders for heavy construction or transit industry construction projects. One (1) year of related experience in a managerial capacity. Effective organizational, analytical, confidentiality, multi-tasking, time management, and interpersonal skills. Working knowledge of Word, Excel, PowerPoint, SharePoint, and estimating applications. Excellent customer service and conflict resolution skills. Ability to supervise and work effectively with a diverse workforce. Substitutions Include A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. A master's degree in a related subject substitute for two (2) years of general experience. A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience. Preferred Experience and Skills Demonstrated skills in the management of complex construction contracts or construction change order staff. Working knowledge of e-Builder, CMS, and FMIS.
