The Management Analyst SME will be responsible for conducting organizational studies and evaluations; designing systems and procedures; conducting work simplification and measurement studies; and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. They will also serve as a project manager/liaison between the government and the contractor's personnel. Responsibilities : Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Provide technical/management leadership on major tasks or technology assignments. Establish goals and plans that meet project objectives. Demonstrate domain and expert technical knowledge, as well as decision making skills. Direct and control activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management. Serve as a project manager/liaison and help overcome the employer-employee relationship between the government and the contractor's personnel. Qualifications/Background Profile : Knowledge and experience in working with federal government/military records is required. Knowledge of NARA database applications Electronic Records Archive (ERA), Archive and Records Centers Information System (ARCIS). Ability to read, interpret, and apply Federal policy, directives, and regulations. Ability to manage multiple projects simultaneously. Experience using Adobe, MS Office Suite (Excel, Access, PowerPoint, and MS Word), MS Teams, SharePoint, MS Project, and Visio. Experience drafting policy, point papers, detailed reports, white papers, transition plans, action plans, briefings, training, and PowerPoint presentations. Experience in basic fact-gathering, research methodology, data collection, and analysis. Experience in adjudicating programmatic amendments to Federal records retention policies for NARA review and approval boards. Experience in creating standard operational procedures/tutorials and making decisions. Experience implementing/deploying NARA Universal Electronic Records Management requirements.
