PURPOSE The Land Grant Program (LGP) Administrator is responsible for administrative and managerial support to the Dean regarding the overall land grant program operations. This includes program management of community outreach, education, and research related to land-grant and USDA initiatives which includes planning, grants development, management (including farms and facilities statewide), and support functions to promote the institution's land grant mission. This grant funded position functions as an integral part of Lincoln University's land grant team and will support the Dean and work as a part of the land grant management team that includes the Farm Superintendent, Director of Cooperative Research and the Associate Administrator for University Extension. This position will be responsible for administrative oversight of land grant program planning, budget development, project tracking, program delivery, oversight for research outcomes and evaluation of the overall land grant annual program (almost $20 million annually). The position will also be responsible for developing and maintaining operational processes and procedures and ensuring all university, state and federal administrative requirements are followed and federal grant compliance is ensured. This includes working with other land grant institutions, faculty and staff to identify and/or develop best practices for operational excellence for all aspects of the land grant program. Ensure the farms, research and extension are focused on continuous improvements and manage and support cross functional strategic projects and priorities. The position reports directly to the Dean of the College of Agriculture, Environmental and Human Sciences. ESSENTIAL JOB FUNCTIONS. • Responsible for Grants Management and performance reporting for the University's core 1890 Land Grant funding and state matching funds as well as all related new and existing agricultural grant revenues. • Conducts the full range of activities required to prepare and manage land grant applications and performance reporting to USDA. • Work with University Extension and Research to ensure timely completion of objectives related to critical issues approved by USDA. • Supports faculty and staff in all aspects of the land grant development life cycle from application, administration and reporting to closeout. • Assists in writing and managing the land grant narratives, MOUs, contracts, and other grant related needs. • Work with Extension and Research Directors to help develop programs that create local and regional opportunities to address youth, family, community, natural resource, and environmental issues. Opportunities may include wellness, health, diabetes prevention, youth/family development, parenting, cultural arts/awareness, traditional foods/plants, medicinal herbs, gardening, food, nutrition, financial planning, continuing education, ranching, etc. • Creates and works with the land grant leadership team and stakeholders in the program planning process and sets priorities. • Performs program planning, surveys and analysis, implementation, delivery, and evaluation to meet University, stakeholder, and community needs. • Performs regular needs assessment of programs based on data driven strategies and with input from both internal and external stakeholders. • Ensure efficient and safe operations of university farms and the extension satellite offices statewide. • Ensures the data needed for daily, weekly, monthly and annual operational success of land grant programs is effectively collected and managed. • Develops and submits quarterly and annual work plans with specific goals & objectives, cost, resources, key personnel, timeline, and evaluation to the dean and other university leaders. • Works closely other land grant institutions, USDA/NIFA in building and maintaining a strong, effective land grant program and developing best practices for the university. • Performs other duties as assigned by the Dean. ADDITIONAL DUTIES AND RESPONSIBILITIES 1. Maintain schedules/calendars for land grant programs and projects. 2. Works with the university sponsored programs and accounting staff to track the land grant awards by year and budget and ensures all required grant documents, reports and paperwork are completed on time. 3. Supports the land grant staff to ensure projects are staying on time and within budget. 4. Works across the university to ensure land grant program and projects are getting the administrative support they need from accounting, sponsored programs, information technology, facilities and other areas as needed. 5. Responsible for development and maintaining reporting dashboards for fiscal and program reporting for the university's senior leaders on farm projects, research projects and extension services and programs. 6. Responsible for ensuring data collection and reporting for all land grant related areas meet both federal requirements and state legislative reporting needs. REQUIRED QUALIFICATIONS • Earned Master of degree from an accredited institution of higher education • Extensive experience in grant writing, grant management, and reporting. • A minimum of three years of satisfactory, progressive work experience that involved areas such as performance management, supervisory experience or grants management as the grant lead. • Evidence of working with culturally and socially diverse populations. • Experience in use of computers, audiovisual technology, and other current materials and methods appropriate in the delivery of presentations, instruction, discussions, surveys, problem-solving, etc. • High degree of fluency in the speaking, writing, and reading of the English language. • Valid and clean state driver's license. • Must be able to pass a background check, with NO prior convictions of any felonies and no history of child abuse and/or neglect. PREFERRED QUALIFICATIONS • Experience in Agriculture, Horticulture, Soil science, Environmental Science, Education, Animal Science, Range Science, Plant Science, Nutritional Science, Veterinary Science, Family Studies and Human Development, or in Agricultural Extension and Education, or related field from an accredited institution of higher education. Knowledge, Skills, Abilities and Personal Characteristics 1. Knowledge of applicable federal, state, county and local laws, regulations, and requirements including. 2. Knowledge of modern office practices, procedures, and equipment. 3. Skill in operating various word-processing, spreadsheets, and database software programs in a Windows environment. 4. Ability to plan, implement, and evaluate community needs. 5. Ability to work independently and meet strict timelines. 6. Ability to establish and maintain good working relationships with the individuals of varying social and cultural backgrounds. 7. Demonstrated skill in working with people and ability to develop and lead equitable partnerships with other professionals and organizations to accomplish team goals and objectives as indicated by experience and references. 8. Ability to write effectively and communicate as demonstrated through application materials and experience, such as teaching, public speaking, and presentations. 9. Ability to develop and maintain data collection systems and to analyze and provide reports on data collected. 10. Ability to take initiative, work independently, be self-directed and be a team player. 11. Continual learner and willingness to redirect efforts as needed. 12. Ability to work with and maintain confidential University information. Certifications, Licenses, registrations None required. Project management certifications or grant management certification desired but not required. PHYSICAL DEMANDS 1. Ability to sit at a workstation for extended periods. 2. Occasional ability to lift, carry and put away parcels weighing up to twenty-five pounds 3. Normal physical mobility, which includes movement from place to place on the job taking distance and speed into account. 4. Normal physical agility, which includes ability to maneuver body while in place. 5. Normal physical strength to handle routine office materials 6. Normal dexterity of hands and fingers; Normal endurance 7. Normal coordination, including eye-hand, hand-foot. 8. Travel on occasion may be required as it related to position's responsibilities. 9. May require availability for overtime hours during peak periods.
