Department: Engineering Reports to: Sr. Driveway/Utility Inspector Pay Grade/Salary Range: 105 - $31,511.42 - $47,267.14 ($15.15 - $22.72 hourly) Posting Expires: Until Filled GENERAL DESCRIPTION: A skilled position responsible for performing advanced technical work in connection with engineering and some survey related functions in the field, and/or office. Set elevations for driveways and culvert pipes and inspects driveways to make sure that they are in compliance with the Land Development Regulations (LDR’S). Also responsible for setting up and operating surveying instruments including GPS, data collectors, auto-level and digital level when required. Responsible for the accurate and timely gathering and relaying of data. ESSENTIAL JOB FUNCTIONS: The following statements describe the principal functions of the job and its scope of responsibility but should not be considered an all-inclusive list of work requirements. Individuals may perform other duties as assigned.• Set elevations for driveways and inspects driveways to make sure that they are in compliance with the LDR’S.• Coordinates and communicates actions with the County Utilities Coordinator/Inspector relating to utility permits.• Inspects roadway for damage caused by construction (not including utility construction) and informs permit holders of required repairs.• Functions as a construction manager.• Ensures that utility permit holders observe all safety regulations of the Florida Department of Transportation and Highlands County, including placing and display of devices as may be necessary in order to safely conduct the public through a construction area.• Makes inspections of utility construction both during construction and after completion to ensure compliance with utility permit requirements.• Inspects grading work for proper materials, moisture content, width, mixture, and amount of materials.• Inspects construction of conduits, pipes and/or structures for proper alignment, grade and reinforcement.• Position and hold vertical rods or targets that the instrument operators use for sighting in order to measure angles, distances and elevations.• Place and hold measuring tapes when electronic distance-measuring equipment is not used.• Run rods for the establishment of benchmarks, bench loops and cross-section elevations.• Search for control points, section corners, property corners, and other survey points.• Maintain equipment and vehicles used by the surveying crews.• Review permits in active drawer and pull all permits that need to be expired and provide these to the Public Works Specialist to process accordingly.• Perform manual labor such as cutting brush for survey lines, carrying survey stakes, rebar, concrete monuments, and other heavy items.• Loading and unloading equipment required for the she survey crew.• Assist in determining elevations, lay out of stakes, mark points of elevation, station numbers or other marks.• Assist in measuring between points, place stakes at designated points and specified elevations.• Assist in adjusting and operating all survey equipment including total stations, prisms, GPS, data collection, auto level, and digital level.• Maintains a professional and safe unit and work area adhering to established safety policies and the image desired for the organization.• Follows consistently the Board policies and procedures.• Responds productively to change and performs all other related tasks as directed. KNOWLEDGE, SKILLS AND ABILITIES: • Knowledge of electronic equipment used in surveying.• Knowledge and application of General Utility Permitting policies and procedures.• Knowledge of the principles, procedures, practices and techniques of surveying inspection.• Basic knowledge of mathematics used in surveying.• Knowledge of methods, material and equipment common to building, street and sidewalk construction.• Ability to read and interpret plans and specifications.• Ability to understand and follow oral and written instructions.• Ability to maintain effective working relationships with co-workers, managers, supervisors, directors, elected officials, vendors, and the general public.• Ability to perform job duties in various terrains, including urban environments, swamps, woods, construction sites and sometimes in close proximity to moving traffic.• Ability to identify and correct conditions which may affect employee safety. PHYSICAL SKILLS: The person in this position: Must be able to remain in a stationary position for 25% of the time. The individual in this position frequently communicates with the public and co-workers. Must be able to exchange accurate information in these situations. Occasionally ascends/descends stairs, climb ladders, scaffolding, etc. Occasionally moves materials and equipment weighing up to 40 lbs. Consistently works in an outdoor environment. Occasionally works in inclement outdoor weather conditions. Frequently operates a motor vehicle for up to four (4) hours continuously or intermittently. Mostly works in an outdoor environment. Position requires physical exertions such as bending, crouching, stooping, stretching, reaching or similar activities. Individuals should be capable of working alone. Use of near and far vision. MINIMUM QUALIFICATIONS: EDUCATION AND EXPERIENCE: Graduation from an accredited high school or possession of an acceptable equivalent diploma. A minimum of three (3) year's experience with driveway or utility construction procedures of which two (2) years include inspection techniques and/or two (2) years’ experience in surveying. LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must possess and maintain a valid Florida Driver License. OTHER JOB-RELATED REQUIREMENTS: Disaster Essential.
