City of Quincy Job Description JOB TITLE: IT Application Support Specialist DATE: February 2023 DEPARTMENT: Information Technology FLSA STATUS: Exempt POSITION SUMMARY: Under the direction of the Director of Information Technology and/or IT Manager, this position manages and troubleshoots applications used by departments in the City of Quincy. This position is also responsible for researching application options for departmental solutions as necessary. This position will also provide Information Technology project management duties as directed by the Director of Information Technology and/or IT Manager. JOB DUTIES: Performs duties associated with 2nd Level Technical Support. Secondary administrator for the city's HTE Financial & Utility Billing Systems. Secondary administrator for the City's IBM AS/400. Backup administration of COQTV audio and digital video production. Assists with all updates for the city's web site. Assists with the creation and programming of the City's Access Control System access badges. Secondary administrator of the City's hosted telephone system. Manage all stages of IT projects assigned, including planning, implementation, and monitoring activities. Assists in working with various departments to develop project plans and activities with appropriate tasks, resources, milestones, cost analysis, and timelines. Communicate and assist with prioritization of IT projects and requested projects by various departments. Assists in training city employees on various computer software including, but not limited to, Microsoft Office Applications, Tyler Technologies' MUNIS software and other department specific software. Participates in on-call rotation. Performs various other duties as assigned by the Director of Information Technology and/or IT Manager QUALIFICATIONS: Training and Experience: Minimum of 3 to 5 years of experience directly related to the duties and responsibilities specified. Licenses/Certifications: Valid Illinois driver's license or equivalent. Knowledge, Skills, and Abilities: Excellent skill in customer service and in maintaining effective working relationships; skill in using Microsoft Outlook, Word, Excel, and PowerPoint; typing, data entry; organizing, completing, and reporting on projects. Ability to maintain absolute confidentiality of the materials and situations encountered on the job; define problems, collect data, establish facts and draw valid conclusions; read, analyze and interpret documents such as policies, procedures, regulations, instructions, diagrams and schedules; respond effectively to inquiries or complaints; write reports, business correspondence and work procedures; effectively present information and respond to questions from managers, employees vendors and consultants; and to solve technical problems. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. Employee is occasionally exposed to risk of electrical shock and varied weather conditions and the noise level in the work environment is usually moderate. RESIDENCY REQUIREMENT: Employee shall reside within the boundaries of Adams County, Illinois within six months of the effective date of employment with the City of Quincy.
