Position Summary: Under the general direction of the Plant Manager, manages the administrative and operational activities involved in the City of Fort Dodge's National Pollution Discharge Elimination System (NPDES) industrial pretreatment program. Works in partnership with other employees, departments/divisions, external entities, and the public in delivering effective and innovative services provided by other departments, divisions, and external entities. Location: Iowa Plant Classification: Iowa Grade IV Position Classification: Exempt/Salary Proficiency Qualifications (with or without accommodation) T he following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be assigned. Plan, develop and implement the programs and projects of the industrial pretreatment program. Evaluates industrial pretreatment, reuse, and NPDES regulations, wastewater treatment plant operation and industry needs for implementing the City's Industrial Pretreatment Program (IPP). Coordinate with lab personnel at the wastewater treatment plant to ensure continuing compliance with the City's industrial requirements. Advises industry, commercial and residential representatives on various toxic and hazardous waste regulations and technical requirements. Responsible for advising industry of the proper type of pretreatment system needed to deal with industrial wastes of all kinds. Monitors for compliance with the terms of discharge and industrial permits; conducts sampling, tests, inspections, and re-inspections to ensure compliance and/or violations have been corrected. Coordinates information that has an impact on the City's wastewater collection systems and the residential, business and industrial users of the system. Attends all meetings concerning industrial waste, wastewater treatment, and laboratory operations. Establish goals and objectives for the division. Prepares a variety of reports and correspondence. Develops, recommends and administers an annual budget including tracking and approving expenditures. Assists in the purchasing of equipment, materials and supplies by conducting research, writing specifications, reviewing bid responses and interfacing with vendors. Maintains regular and punctual attendance and working hours. Regularly lifts up to 10 pounds and occasionally lifts up to 30 pounds. Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency. IPP Coordinator shall be responsible for supervision of all assigned staff, scheduling sampling and analysis and may be required to cover operations shifts in case of inadequate staffing levels, emergency, time off, or illness as required. IPP Coordinator shall provide on-call rotation and shift work as necessary. Minimum qualifications : Possess Bachelor's degree in chemistry, biology or environmental science or a related field and three or more years of previous experience in the operation of a wastewater treatment plant including industrial pretreatment programs. Any equivalent combination of experience and training that provides the required knowledge, skill and abilities. MINIMUM ABILITIES REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Abilities Ability to speak clearly so others can understand you, ability to see details at close range, ability to see details at a distance, ability to identify and understand the speech of another person, ability to listen to and understand information and ideas presented through spoken words and sentences. Job Knowledge Extensive knowledge of environmental regulations (local, state, federal) and chemical, biological and hydrological processes used in wastewater and industrial treatment. Extensive knowledge of federal, state and local pretreatment regulations and laboratory equipment and instrumentation involved in the examination of water/wastewater. Extensive knowledge of wastewater treatment and industrial pretreatment systems and technology. Considerable knowledge of commercial and industrial process discharge requirements, chemistry and laboratory processes and procedures, chain of custody procedures during sampling activities; industrial pretreatment, wastewater and reuse water sampling and testing including field activities and laboratory procedures; technical documents including blue prints and design plans. Good knowledge of waste streams and their impact on the wastewater treatment plant and effect on compliance. Considerable knowledge of relevant sampling, analytical, data management and equipment maintenance techniques. Working knowledge of established procedural and analytical methods for sample handling, analysis and interpretation of results. Working knowledge of safety procedures and application of safety principles to chemical handling, use of equipment, facility maintenance and use of personal protective equipment. Thorough knowledge of safety practices and procedures. Working knowledge of budget procedures and techniques. General knowledge of computers, word processing and spreadsheet software. Ability to establish and maintain effective communications and working relationships; good physical condition. Language Skills and Interpersonal Communication Requires effective communication skills and the ability to provide assistance to customers (external and internal). Requires the ability to write and speak effectively with fellow employees, City officials, regulatory agencies, consultants, and the general public; read in English; apply common sense understanding to the work process, procedures, programs and services; and to provide and follow verbal and written instructions. Requires the ability to work as a member of a team in order to accomplish tasks; the ability to establish and maintain effective working relationships with citizens/customers; superiors, other City employees, contractors, and vendors; and the ability to relate to minorities, women, and other protected classes in the community at all socioeconomic levels. Work Conditions Work is typically performed inside and/or outside and includes being exposed to cold, heat, noise, mechanical hazards, electrical hazards, chemical hazards, atmospheric conditions that affect the respiratory system, confided spaces, and use of a respirator. Visits locations within the community whose environment may be different. Travel in all types of weather extremes to attend training and/or organizes meetings conferences, and workshops; must be mobile and able to visit businesses within the metro area. Special Requirements Must possess a valid driver's license from the State of Iowa. Should strive to obtain progressively greater levels of Iowa Wastewater Operators Certification at every opportunity. Reporting Structure: This position reports to the Project Manager and requires independent judgment, problem solving skills, motivation, and a roll up your sleeve (strong) work ethic.
