Position Summary Performs a variety of technical functions on behalf of Coryell County; provides customer service to the public; and processes permit applications. Work involves overseeing the receipt and review of permit applications; ensuring compliance with applicable policies, administrative codes, and statutes; communicating with external and internal customers; and approving permits. Essential Responsibilities and Functions (The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. Provides general information to the public regarding permitting processes, environmental codes, and land use development actions. Receives applications or license and permits and ensures compliance with administrative codes, state statutes, and county policies and procedures. Reviews and processes permit applications, revisions, and renewals checking for accuracy and completeness. Researches permit application information to include flood plain and CAD to verify location and compliance with permitting regulations. Evaluates records associated with license and permit applications, fee payments, and violations, and creates necessary forms to approve or deny licenses or permits. Communicates the status of permits to applicants. Creates permit files, updates and maintains permitting records to include drive way, fence row and utility permits; tracks and reports on permit activity; determines violations, notifies County Attorney to collects fees. Performs visual site inspection, collecting field data using smartphone/tablet and completes appropriate documentation. Inspects subdivision roads and drainage and documents findings. Follows safety practices and wears protective gear. Regular attendance is required. Knowledge, Skills and Abilities Knowledge of : Laws, codes, standards and regulations related to the area of responsibility Principles and methods of field inspection and quality control Permitting processes, policies and procedures Records, reports and documentation relative to permitting operations Customer service standards and protocol County policies and procedures Skilled in : Conducting inspections, determining proper courses of action, using instruments or tools necessary to perform inspections including laser level Performing a variety of technical and administrative permitting functions Responding to routine inquires and providing customer service to the public Establishing and maintaining effective working relationships with other staff, County departments, outside agencies, contractors, engineers, architects and the general public Ability to : Provide guidance, assistance, and/or interpretation to others regarding the application of procedures and standards to specific situations Carry out instructions furnished in written, oral, or diagrammatic form Exert physical effort to meet the demands of the task Perceive and discriminate colors or shades of colors, sounds, odor, depth, texture and visual cues or signals Communicate effectively both verbally and in writing Minimum Qualifications High school diploma or GED Must possess and maintain a valid Texas Driver's License Notary Public Employment Testing Employment is contingent on passing post-offer, pre-employment, drug testing, criminal background investigation and physical.
