The position is located in Sells, AZ. Position Summary: Under limited supervision, develops, coordinates, and implements all tasks that relate to a specific information technology projects. The work is normally reviewed upon completion to ensure compliance with general organization and department goals, policies and procedures. Major work activities are covered by procedures or guidelines permitting flexibility in selecting methods to utilize and procedures to follow, determination of work priorities, and the planning and coordination of projects. Essential Duties and Responsibilities: Consults with management and reviews project proposals to determine goals, time frame, funding limitations, project procedures, staffing requirements, and allotment of resources. Develops project plans specifying goals, strategy, and staffing, scheduling, identification of risks, contingency plans, and allocation of available resources. Formulates and defines technical scope and objectives of projects; identifies and schedules project deliverables, milestones, and required tasks; coordinates recruitment or assignment of project personnel; assigns duties, responsibilities, and scope of authority to project personnel. Ensures delivery of information technology projects activity against schedule, cost, resource, scope and quality baseline. Directs and coordinates activities of project personnel to ensure project progresses on schedule; monitors project results against technical specifications and within project budget. Establishes standards and procedures for project reporting and documentation; reviews status reports prepared by project personnel and modifies schedules and plans as required; coordinates and responds to requests for changes from original specifications; and confers with project personnel to provide technical advice and resolves problems. Prepares project status reports and keeps management, clients, and others informed of project status and related issues. Develops and directs quality assurance testing plans. Prepares and manages change orders. Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations. Performs other job related duties as assigned and contributes to a team effort. Knowledge, Skills, and Abilities: Knowledge of the Tohono O'odham culture, customs, and traditions. Knowledge of applicable federal, state, tribal laws, regulations and requirements. Knowledge of accounting and budgeting practices. Knowledge of customer behavior and how to effectively deal with difficult situations. Knowledge of the application of project management practices. Skill in operating various word-processing, spreadsheets, database and more complex software programs. Skill in applying computer diagnostic techniques and practices and preparing written reports based on results. Skill in providing superior customer service to external and internal customers. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Ability to make complex strategic decisions; research and compile project data; and understand technical concepts. Ability to create an open environment conducive to contribution, growth and achievement to further enhance sharing information and ideas. Ability to communicate efficiently and effectively both verbally and in writing. Ability to establish and maintain positive and effective working relationships with other employees and the general public. Ability to maintain privileged confidential information. Ability to work independently and meet strict time lines. Ability to work extended hours and various work schedules. Minimum Qualifications: Bachelor's Degree in Business Administration, Cost Accounting, Computer Science or closely related field, and one year work experience in project management to include experience with project tracking and hands-on experience in successfully managing and executing cross-functional strategic projects, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position. Licenses, Certifications, Special Requirements: Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record. May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years). If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles. Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
