Job Description: Human Resources Assistant About the Company Community Action Agencies are private non-profit or public organizations that were created by the federal government in 1964 to combat poverty in geographically designated areas. Status as a Community Action Agency is the result of an explicit designation by state government. A Community Action Agency has a tripartite board structure that is designated to promote the participation of the entire community in the reduction of poverty. Community Action Agencies seek to involve the community, including elected public officials, private sector representatives, and especially residents who live on limited incomes, in assessing local needs and combating the causes and conditions of poverty. In order to reduce poverty in its community, a Community Action Agency works to better focus available local, state, private, and federal resources to assist low-income individuals and families to acquire useful skills and knowledge, gain access to new opportunities and achieve economic self-sufficiency. Most poverty-related organizations focus on a specific area of need, such as job training, health care, housing or economic development. Community Action Agencies reach out to low-income people in their communities, address their multiple needs through a comprehensive approach, develop partnerships with other community organizations, involve low-income clients in the agency's operations, and administer a full range of coordinated programs designed to have a measurable impact on poverty. General Statement of Duties: Performs responsible, confidential, and complex administrative work by providing administrative support for the Human Resources department. Distinguishing Features: An employee in this class plans, organizes, and implements a variety of administrative activities in collaboration with senior and mid-management employees. Work includes updating employee records with new hire information and changes in employment status, maintaining detailed job descriptions, processing employee queries, and responding in a timely manner. Work also requires good oral and written communication skills to ensure that information is accurately and effectively relay to appropriate individuals. Work requires the ability to interact with other departments within the organization, such as payroll, to ensure that employee benefits are properly administered. Work requires the ability to meet deadlines, exercise sound judgment, and be proficient with Microsoft Office Suite and Google Applications. An employee in this class may sometimes be the go-to person when employees have questions or concerns about benefits. Consequently, this individual must be an approachable and professional individual who knows how to connect with others. Work is carried out in accordance with grant requirements, federal, state, and local laws and regulations, the Agency's Mission, Vision and Values, policies, Standards for Employee Behavior, and other applicable requirements. Work is largely accomplished independently and in teams and occurs under the supervision of the Human Resources Manager and is evaluated through observation, conferences, monitoring and audit results, goal achievement, and significant Incidents that demonstrate job quality, quantity, timeliness, and results. Work is formally reviewed, and future goals are set, in an annual performance appraisal. Duties and Responsibilities: Under the guidance of the Human Resources Manager, is responsible for handling various human resource functions including benefits administration, employee on and off-boarding, orientation, candidate sourcing, and exit interviews. Initiates all necessary paperwork for new employees including background checks and references. Ensures necessary paperwork is completed and on file. Assists in the administration of the agency's program of benefits. Coordinates ongoing enrollments necessary to manage benefits for new and current employees. Ensures that all enrollment and employee personnel action forms are completed and submitted in a timely manner. Maintains electronic and hardcopy personnel records management system. Maintains personnel files within the boundaries of Community Action Opportunities' confidentiality policies and limits access to files in accordance with these policies. Provides administrative support to the department including acting as an initial contact person for general inquiries, updating databases, and filing. Assists in the administration of the classification and pay system including conducting annual salary surveys and compiling data from these surveys. Maximizes the agency's integrated HR/Accounting software to record, track and report employee-related information. In addition, the person in this role is routinely provided with individual assignments aligned with the agency's HR initiatives. Knowledge, Skills, and Abilities: Proficient knowledge of the theory, principles, and practices of human resources administration. Excellent organizational skills, attention to detail, strong verbal and written communication skills, and the ability to use Google Apps, Microsoft Office Suite, industry-related database applications, and a variety of electronic devices. Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy. Must have the ability to work autonomously and remain calm under pressure. Ability to maintain organized and accurate electronic and hardcopy files. Ability to establish and maintain effective working relationships with other employees, agency volunteers, and community partners. Ability to work collaboratively in a team environment. Must have time management skills including prioritization, goal setting, and decision making. Must possess the ability to work with changing priorities and simultaneously manage multiple projects. Passionate commitment to the mission, vision, and values of Community Action Opportunities Education and Experience: Graduation from an accredited two-year college or university with an associate degree in human resource management or business administration with an emphasis in human resource management, or a related field and at least two (2) years of experience in a human resources position or similar office-related position. An equivalent combination of education and experience may be acceptable.
