The Township of Pine seeks experienced and skilled Human Resources (HR) professionals to join our team in the position of Human Resouces Administrator. Employment Type: Full-time, FLSA-Exempt status Position Summary: Administer and support Human Resouces functions, including compensation, employee benefits, paid leave programs, hiring and onboarding through an online Human Capital Management system, training and development, budgeting and wage analysis, maintaining Employee Handbook, and assisting employees with Township policies and procedures. Summary of Essential Duties and Responsibilities: (The essential duties and responsibilities described below are the primary functions of this job and do not represent the full detailed job description.) Protect the confidentiality, privacy, and security of all employee, volunteer, and personnel information. Make independent discretionary decisions to assist management in implementing, administering, and executing HR programs, compensation, employee benefits, paid leave programs, disciplinary matters, performance evaluations, employee recognition, training and development, and guidance on specialized or sensitive personnel issues. Prepare annual compensation and benefits budget under the direction of the Director of Finance. Partner with the leadership team to strategize and understand recruitment needs and desired skill sets for employee retention and succession planning. Verify weekly time and attendance, transmit bi-weekly payroll to third-party payroll service, and maintain all reports and supporting documentation for audit compliance. Monitor annual employee paid leave and accrual balances. Manage benefit enrollment, qualifying event changes, terminations, and annual open enrollment. Develop and coordinate staff wellness programs and initiatives. Complete annual filings and maintain records required by the Department of the Auditor General for receipt of state aid and pension audit compliance. Ensure accuracy and filing of Federal, State, and Local quarterly and annual payroll filings. Oversee the complete insurance process, including workers' compensation, property, liability, cyber, required surety bonding, and corresponding insured schedules for annual renewals and submission of claims. Administer CDL driver drug testing as required by the Federal Motor Carrier Safety Administration (FMCSA) through the designated third-party administrator (TPA) for new hires, accident, or violation testing. Required Knowledge, Skills & Abilities Highly motivated and able to deliver exceptional customer service and offer solutions. Confident and effective written and verbal communication skills. Adaptable to changing work priorities, assignments, and deadlines. Proficient in Microsoft Office Suite Education & Qualifications: Bachelor's degree from an accredited university in Human Resources Management, Public or Business Administration with a minor in Human Resources or equivalent related core courses. PHR or SHRM (CP or SCP) certification desired Five (5) years of experience, including three (3) in HR, payroll, and administration of employee benefits programs or equivalent related experience. Municipal government experience desired.
