Description:

Position Summary: Under general supervision, administers and coordinates Geographic Information Systems (GIS) program for the Tohono O'odham Nation during the four phases of Emergency Management: planning/preparedness, response, recovery, and mitigation. Develops GIS program(s) to include data collection, analyses and integration to include mapping and web-based protocol. The work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness and conformance to established standards; major work tasks are covered by instructions or procedures and unusual situations are referred to a supervisor. Essential Duties and Responsibilities (Depending on area of assignment, incumbent may not be required to perform some of the duties listed below.) : Collects, provides analyses, and integrates necessary existing data sources into an Emergency Management Geographic Information System. Coordinates the development of new data and layers as needed to enhance the Emergency Management GIS. Conducts field surveys using Global Position System (GPS), digital cameras and other advance computer equipment. Prepares and prints cartographic quality GIS maps for use by Emergency Management, Public Safety and Incident Management personnel. Integrates digitized USGS topographic quadrangle maps, satellite imagery, aerial photos and data collected through the use of GPS. Develops presentation materials for program, district and/or community presentations and review. Prepares and presents information and analysis at meetings and briefings. Provides GIS support for various plans (i.e., emergency response, hazard mitigation) and other documents. Contributes to the development, implementation and sustainment of GIS program within the Nation's Emergency Operations Center, Incident Management Team and Information/Intelligence Network. Maintains contact and attends meetings with federal, state, tribal personnel and other professionals concerning related activities. Maintains professional and technical knowledge by conducting research, attending seminars and meetings, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations. Assists in situational awareness during emergency incidents or activations by providing GIS information, analysis, maps, etc. Develops effective GIS system for use by the Department of Public Safety programs. Conducts presentations and/or demonstrations of GIS to the Nation's officials, members and programs and interested individuals. Performs other job related duties as assigned and contributes to a team effort. Knowledge, Skills, and Abilities: Knowledge of the Tohono O'odham culture, customs, and traditions. Knowledge of applicable federal, state, tribal laws, regulations and requirements. Knowledge of research methodologies and skill in data analysis from multiple sources. Knowledge of the political structure of tribal, state and federal governments. Knowledge of GIS procedures, standards, and best practices. Knowledge of and skill in using GIS, graphics, word processing, spreadsheet and database computer programs. Examples of such programs include ESRI ArcGIS Desktop, AutoCAD, Adobe Illustrator, Microsoft Word, and Microsoft Access. Knowledge of service-based and mobile GIS programs, such as ArcGIS Server and ArcGIS Mobile. Knowledge of cartographic, geographic, and statistical issues and their impact on GIS as well as methods to manage resources effectively and correct deficiencies or problems. Knowledge of basic IT functions, such as simple networking and use and maintenance of large format printers. Skilled in performing GIS functions as part of an Incident Command structure, and with an Incident Management Team. Skill in one or more database and/or programming language such as SQL, C++, or Python. Skill in providing superior customer service to external and internal customers. Skill in one or more programming language for web publication of maps, such as Flex, Javascript, .NET, or Silverlight. Ability to be on call and/or travel for extended periods of time in the exercise of job responsibilities, especially as it relates to emergency incidents. Ability to communicate efficiently and effectively graphically, verbally, and in writing. Ability to create and present effective speeches and presentations. Ability to maintain privileged confidential information. Ability to establish and maintain positive and effective working relationships with other employees and the general public. Minimum Qualifications: Bachelor's Degree in Computer-Aided Design (CAD), Geography or other closely related field and two years technical experience in Geographic Information Systems (GIS), field administering programs for emergency management, public works, parks service, wildland fire, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position. Licenses, Certifications, Special Requirements: Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record. May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years). If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles. Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
