Description:
Primary Function: Manages the day-to-day functions of the finance department for HCRS, Inc. Creates and interprets financial statements and reports. Compiles financial information, processes journal entries into various accounts, reconciles reports and financial data in accordance to Generally Accepted Accounting Principles (GAAP). Ensures compliance with laws, regulations and contractual (government and industry) obligations. Essential Job Functions : All accounting responsibilities including project accounting, accounts payables, accounts receivables, fixed assets, general ledger, loan accounts, business and property taxes, cash flow management, as well as payroll backup for 50+ full-time, part-time, consultants, and subcontractors. Monthly responsibilities include revenue reporting analytics and synthesizing data into coherent, actionable reports using Deltek Costpoint and Cognos. Deliver monthly financial reporting and ad hoc reporting for matters related to cost accounting, project accounting, income, balance sheet, budget to actual analysis, and business development forecasting. Responsible for Deltek Costpoint financial system reporting and accuracy. Primary Point of contact for internal and external audits. Liaison closely with company Program and Project Managers to ensure accurate and timely cost accounting principles. Provide training and oversight to accounting personnel. Use a various software application to develop spreadsheets, relational databases, statistics and graphics to assemble, manipulate and/or format data and/or reports. Oversee the preparation of working papers and approved budgets to ensure that expenditures for budgets and contracts are monitored and that reports are prepared to maintain balanced accounts. Prepare and process payroll documents needed to implement payroll/personnel transactions to review and record personnel activities of employees compensated through federally funded projects. Develop and maintain current knowledge on the formal and informal organization goals, standards, policies and procedures and is sensitive to how this information relates to both the employees and business functions within the organization. Perform additional duties as assigned. Basic Position Requirements: Abilities: Effective communication skills with the ability to provide information using tact and persuasion as required. Good oral and written communication skills with internal and external customers. Demonstrate decision-making, problem solving and analytical skills and understand the impact on employees, finances and quality of services. Maintain confidentiality and integrity of company information. Knowledge: MBA and/or equivalent experience. Five years of work experience required. Proficient in the use of Deltek, applications. Expert in Microsoft Office products. Knowledge and demonstrated compliance with GAAP, FAR, CAS, and other government regulations. Supervisory Responsibilities: May assist in directing activities of staff or a function. Working Conditions: Normal office conditions; sitting in a seated position for extended period of hours.
